A HOUSE RESOLUTION

COMMENDING THE TEACHERS, STAFF, AND STUDENTS OF FOREST LAKE ELEMENTARY SCHOOL IN RICHLAND SCHOOL DISTRICT TWO ON BEING NAMED ONE OF TWELVE FINALISTS FOR THE 2006 CAROLINA FIRST PALMETTO'S FINEST SCHOOLS AWARD.

Whereas, each spring since 1978, the South Carolina Association of School Administrators has recognized a few schools which offer excellent instruction and outstanding leaders, augmented by strong family and community involvement and a supportive business community; and

Whereas, initially presented to only two elementary schools and one middle school, the award was expanded in 1996-97, with the support of Carolina First Bank, to include a high school; and

Whereas, the selection process includes a comprehensive review of a school's program, focusing on the key question: "What impact is this school making on the lives of students and the community and is it deserving of the Carolina First Palmetto's Finest Award?"; and

Whereas, certainly as far as Forest Lake Elementary is concerned, the answer to this question is a resounding "yes"; and

Whereas, the teachers and staff of Forest Lake Elementary, together with the students and the best group of supportive parents a school could wish for, have worked side by side to make Forest Lake Elementary the exemplary example that all other schools in South Carolina would do well to emulate; and

Whereas, over the years the school has been the recipient of many honors and accolades; and

Whereas, some of these include the SC/NSPRA 2005 Excellence Award presented by the South Carolina National School Public Relations Association for content and design of the school brochure, the State Exemplary Writing Award 2003-2006 from the Lieutenant Governor's Office for excellent programs in writing, the State Volunteer of the Year Award 2004-2005 from the State Board of Education which recognizes dedicated volunteers from across the State, and the School of Promise Award 2001-2002 which is a national flagship award presented to schools as a result of the school's pledge to provide each child five essential resources; and

Whereas, Forest Lake Elementary is also the recipient of the Palmetto Gold Award 2001-2002 created by the Education Accountability Act recognizing schools that attain high levels of academic achievement and high rates of student academic improvement; and

Whereas, the school also is proud to boast eight National Board Certified Teachers, the S. C. Media Specialist of the Year 2004-2005, and two District Teachers of the Year; and

Whereas, Forest Lake Elementary was also the recipient of a federal grant from 2004 to 2007. Dubbed IMPACT for Improving Performance through the Arts, Communication, and Technology, the grant was from the Magnet Assistance Program for the purpose of creating an innovative magnet program; and

Whereas, it is with great pride that the members of the South Carolina House of Representatives pause to admire the honorable work of all the dedicated persons associated with Forest Lake Elementary School who make this school such a shining and fine model of excellence in education. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend the teachers, staff, and students of Forest Lake Elementary School in Richland School District Two on being named one of twelve finalists for the 2006 Carolina First Palmetto's Finest Schools Award.

Be it further resolved that a copy of this resolution be forwarded to Forest Lake Elementary Principal, Dr. Kappy Cannon.
