Whereas, a native South Carolinian, Bishop Ethel M. Talbert-Spearman was reared in Washington, D. C. and attended elementary and high schools in Fairmont Heights, Maryland; and

Whereas, her great love of children led her to complete a two-year curriculum at Piedmont Technical College and become certified as an early childcare teaching assistant; and

Whereas, a young Ethel was prepared for leadership at an early age by her parents. She accepted Christ as her personal Savior in 1960 at the New Born Church of God in Christ in Washington, D.C. - an act which would shape her life's work; and

Whereas, she tirelessly and energetically served in many areas of the church. She was an usher, choir member, choir director, Sunday School teacher, youth leader, and Women's Auxiliary President before becoming ordained as a missionary and later ordained as an evangelist; and

Whereas, Bishop Talbert-Spearman studied at Holmes Bible College in Greenville and also studied business management at Greenville Technical College where she further honed her impressive leadership skills; and

Whereas, traveling both far and near to deliver God's Word, she has taught and lectured at numerous church functions and is highly respected and regarded as a God-sent prophetess and singer with many tapes and recordings to her credit; and

Whereas, her dynamic style and sincerity leave people who are privileged to know her in awe as they witness the Spirit of God manifested through her ministry; and

Whereas, her public accomplishments include being listed in the 2000 Who's Who of National Executive, a 1983 recipient of the Order of the Palmetto, a recipient of the Annual Church and Community Human Relations Award, and has been previously recognized by the South Carolina Senate for her life's work increasing the kingdom of God and enhancing family values; and

Whereas, among her countless acts of love over the years, Bishop Talbert-Spearman has housed many a homeless family, set up food banks, distributed clothing to needy families, and set up summer programs for youth; and

Whereas, because of her love of children and youth and as a part of the Annual National Women's Convention, she instituted a scholarship fund in the memory of her dear mother, the late Fannie M. Talbert; and

Whereas, the former owner of Ethel's Seamstress Shop in Greenville and Ethel's Limousine Service, Bishop Talbert-Spearman was formerly the executive director of the Look Up and Live TV Ministry and has been periodically in the radio ministry for the last thirty-five years where she has had an impact of the lives of countless numbers of listeners. She can still be heard Monday through Friday on WPJM 800 AM at 7:00 in the morning; and

Whereas, this true humanitarian and devoted Christian is also the beloved wife of Elder Charlie W. Spearman and the proud mother of four children: Charmaine, Isaac, Janet, and Teresa and the grandmother of five wonderful grandchildren; and

Whereas, it is with great pride and admiration that the members of the South Carolina General Assembly pause to recognize the noble life's work of Bishop Ethel M. Talbert-Spearman and to thank her for dedicating her life to the Glory of God and touching the lives of so many along the way. Now, therefore,
