A HOUSE RESOLUTION

CONGRATULATING AND COMMENDING THE SOUTH CAROLINA DEPARTMENT OF PROBATION, PAROLE AND PARDON SERVICES FOR THE OPENING OF ITS COLUMBIA RESIDENTIAL CENTER ON APRIL 15, 2005.

Whereas, the South Carolina Department of Probation, Parole and Pardon Services has a long history of providing responsive offender supervision in the community; and

Whereas, dedicated Probation and Parole Agents throughout the Palmetto State supervise adult offenders through community-based corrections programs that seek to balance prevention, intervention, and advocacy; and

Whereas, the Columbia Residential Center will house female offenders in a residential setting and emphasize victim restoration through offender-paid restitution; and

Whereas, female offenders in South Carolina present unique needs and issues within the state's criminal justice system, and the department acknowledges the need to specifically address these issues through gender-specific programs and interventions; and

Whereas, the Columbia Residential Center will implement intervention strategies to enable resident female offenders to meet financial obligations and to ensure that they maintain employment, perform public service, and gain positive living skills necessary for their eventual return to the community. Now, therefore,

Be it resolved, that the members of the South Carolina House of Representatives, by this resolution, offer congratulations to the South Carolina Department of Probation, Parole and Pardon Services on the opening of the Columbia Residential Center on April 15, 2005.
