A HOUSE RESOLUTION

TO RECOGNIZE AND CONGRATULATE SERGEANT FRANK MATTHEW HART UPON BEING NAMED ROTARY CLUB OF MYRTLE BEACH OFFICER JOE McGARRY MEMORIAL POLICE OFFICER OF THE YEAR FOR 2004, AND TO COMMEND HIM FOR HIS OUTSTANDING SERVICE AS A LAW ENFORCEMENT OFFICER AND AN ASSET TO HIS COMMUNITY AND STATE.

Whereas, the members of the House of Representatives are pleased to learn that Sergeant Frank Matthew Hart has been named Rotary Club of Myrtle Beach Officer Joe McGarry Memorial Police Officer of the Year for 2004; and

Whereas, the award recognizes the outstanding performance of a police officer, honoring the memory of the courage and dedication of the late Officer Joe McGarry who was killed in the line of duty December 29, 2002; and

Whereas, Frank Matthew Hart was born in Charleston to Frank Hart, Sr., and the late Betty Stevens Hart, and he has been married to Dianne Hart for eighteen years; and

Whereas, Sergeant Hart began his career in 1981, as a Student Security Officer under the direction of the University of South Carolina Police Department and was quickly appointed to Supervisor, a position he held while attending school part time; and

Whereas, upon completion of his training as a Reserve Police Officer in 1985, Sergeant Hart began working in a full-time position with the department in Columbia, and two years later, he finished his training at the South Carolina Criminal Justice Academy and was transferred to the University of South Carolina, Coastal Carolina Campus in Conway. He continued his undergraduate education and participated in several campus activities, holding leadership positions in the Concert Choir and the National Music Educators Conference; and

Whereas, Sergeant Hart has worked in several divisions within the Myrtle Beach Police Department including Patrol, Waterfront, Traffic, Special Operations, Crime Scene, Investigations, Community Policing, Street Crimes Unit, and Administrative, the division to which he was transferred in 2004, when he was promoted to the rank of Sergeant; and

Whereas, a member of the Honor Guard Unit and an accredited police instructor in eight areas of law enforcement, Sergeant Hart teaches regularly at the South Carolina Criminal Justice Academy and the Myrtle Beach Police departmental in-service training and has lectured at several local colleges and schools; and

Whereas, it is obvious that Frank Hart has a genuine love for his career, and is dedicated to making Myrtle Beach a safe and secure community; and

Whereas, the members of the House of Representatives would like to publicly recognize and commend this outstanding officer upon his receipt of this truly deserved award. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and congratulate Sergeant Frank Matthew Hart upon being named Rotary Club of Myrtle Beach Officer Joe McGarry Memorial Police Officer of the Year for 2004, and commend him for his outstanding service as a law enforcement officer and an asset to his community and State.

Be it further resolved that a copy of this resolution be presented to Sergeant Frank Matthew Hart.
