A SENATE RESOLUTION

TO CONGRATULATE MRS. KATHERINE STALLINGS DUNLAP, OF LEXINGTON COUNTY, ON THE OCCASION OF HER ONE HUNDREDTH BIRTHDAY, AND TO WISH HER A CENTENARY YEAR FILLED WITH HEALTH AND HAPPINESS.

Whereas, the members of the South Carolina Senate are delighted to learn that Mrs. Katherine Stallings Dunlap celebrated her one hundredth birthday on February 24, 2008; and

Whereas, Katherine Stallings Dunlap was born on February 24, 1908, in Spartanburg County, just after the dawn of the twentieth century, and as that century and the beginnings of the twenty-first century have brought incredible changes and developments to this nation, Mrs. Dunlap has been there to witness nearly all of them; and

Whereas, this Spartanburg native was graduated from Converse College in 1929 and became the wife of Major Lonnie Dunlap in 1952 while he was stationed in New York City with the Voice of America; and

Whereas, two years earlier, Governor James F. Byrnes had precipitated another momentous change in her life when he convinced her to step into the position of assistant in the Governor's Office. This move inaugurated a twenty-nine year career of service to eight South Carolina chief executives: Governors Byrnes, Timmerman, Hollings, Russell, McNair, West, Edwards, and Riley, under whose administration she retired; and

Whereas, perhaps the nicest succinct compliment paid to Katherine Dunlap came from Governor James B. Edwards, who said of her, "Every chief officer dreams of having a Katherine Dunlap on his or her staff." Assuredly, the other seven chief executives under whom she served would heartily agree; and

Whereas, successfully serving these eight governors as everything from administrative assistant to fiscal affairs officer, Mrs. Dunlap earned the respect of all who worked with her and was on three separate occasions awarded the Order of the Palmetto, the highest honor the State of South Carolina can bestow on a civilian. In addition, in 1980 she was invited to address the South Carolina Senate, which responded with a standing ovation; and

Whereas, others also have appreciated this versatile South Carolinian's talents and service, as seen in the 1995 Award for Excellence in Community Service presented to her by the Daughters of the American Revolution and, more recently, the Distinguished Alumna Award presented her by Converse College in 2004; and

Whereas, among her many achievements, working with her husband through the Pilot Club to introduce driver's education into South Carolina's public schools continues to give her great satisfaction; and

Whereas, Mrs. Dunlap is part of Shandon Presbyterian Church in Columbia, which delights in its centenarian member; and

Whereas, the Senate is proud to honor this truly lovely lady at the celebration of her centennial birthday and joins with her family and friends in congratulating her on reaching this extraordinary milestone. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, congratulate Mrs. Katherine Stallings Dunlap, of Lexington County, on the occasion of her one hundredth birthday, and wish her a centenary year filled with health and happiness.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Katherine Stallings Dunlap.
