VERSIONS OF THIS BILL
TO HONOR AND REMEMBER THE LIFE OF THE HONORABLE OWENS TAYLOR COBB, JR., TO EXPRESS APPRECIATION FOR HIS YEARS OF SERVICE AND DEDICATION TO THE PALMETTO STATE, AND TO EXTEND SYMPATHY TO HIS FAMILY UPON HIS DEATH.
Whereas, the Honorable Owens Taylor Cobb, Jr., was born in Columbia on February 27, 1933, the son of the late Kathryn Williams Cobb Shinn and Owens Taylor Cobb; and
Whereas, Judge Cobb graduated from Columbia High School in 1951, and attended Clemson University until his education was interrupted by service in the United States Army during the Korean Conflict. He resumed his education and received his bachelor's degree at the University of South Carolina, where he was a member of the Sigma Alpha Epsilon fraternity. In 1959, Judge Cobb received his Juris Doctorate degree from the University of South Carolina School of Law; and
Whereas, he married the late Jacqueline Turine Oswald and together they had four children, Kathryn Turine Cobb, Jolene Elizabeth Cobb Plyler, Owens Taylor Cobb, III, and Walker Ennis Cobb, as well as four grandchildren; and
Whereas, he began his distinguished law career with the Columbia firm of Seigler and Seigler, and later formed a partnership, Lewis, Cobb and Lewis, with E. Crosby Lewis and the late Daniel S. Lewis; and
Whereas, Judge Cobb was elected to the South Carolina House of Representatives in 1961, and served two terms, during which he also served as Chairman of the Richland County Democratic Party; and
Whereas, Judge Cobb served at every level of trial judge in the State's judicial system. He served as Municipal Judge for the Town of Forest Acres from 1966 to 1971, when he was elected Master-in-Equity for Richland County. In 1975, he was elected Richland County Court Judge, and in 1980 was elected by the South Carolina General Assembly to serve as a Family Court Judge. In 1983, he was elected to serve as a Circuit Judge for the Fifth Judicial Circuit, a position which he held until his retirement from the bench in 1988; and
Whereas, upon his retirement, Judge Cobb became General Counsel for Blue Cross Blue Shield, and later served as an Arbitrator and Mediator for the South Carolina Courts; and
Whereas, Judge Cobb was a founder of the Richland County chapter of Quail Unlimited and served on the national board of Quail Unlimited. He was a member of Main Street Methodist Church, where he served as Chairman of the Board of Trustees, and was a member of the Downtown Sertoma Club; and
Whereas, he was an avid sportsman, enjoying nature and the outdoors, hunting, fishing, gardening, reading history, and traveling; and
Whereas, the family and friends of Judge Owens Taylor Cobb, Jr., were deeply saddened by his death on May 31, 2007. Now, therefore,
Be it resolved by the South Carolina Senate:
That the members of the South Carolina Senate, by this resolution, honor and remember the life of the Honorable Owens Taylor Cobb, Jr., devoted husband, father, grandfather, legislator, jurist and friend, express appreciation for his years of service and dedication to the Palmetto State, and to extend sympathy to his family upon his death.
Be it further resolved that a copy of this resolution be forwarded to the family of the Honorable Owens Taylor Cobb, Jr.
