A SENATE RESOLUTION

TO RECOGNIZE AND HONOR DR. J. FRANKLIN VAIL FOR HIS OUTSTANDING SERVICE TO THE STUDENTS OF LEXINGTON SCHOOL DISTRICT FOUR, GASTON-SWANSEA, AND TO CONGRATULATE HIM UPON THE OCCASION OF HIS RETIREMENT AFTER MORE THAN SIXTEEN YEARS AS SUPERINTENDENT.

Whereas, the members of the South Carolina Senate are grateful to learn that Dr. J. Franklin Vail has served as superintendent of Lexington School District Four through sixteen years of growth and progress; and

Whereas, Dr. Vail earned a bachelor's degree in political science from the College of Charleston, a master's degree in education from The Citadel, and a doctorate in school administration from the University of South Carolina; and

Whereas, before coming to Lexington Four, he served in Spartanburg County School District Two as the assistant superintendent for instruction and in Florence County School District Two as assistant superintendent for curriculum development and federal projects; and

Whereas, Dr. Vail's experience spans the breadth of the educational process as he began his educational career in the classroom and then served as an elementary school principal for six years; and

Whereas, during his tenure with Lexington Four, student enrollment has increased by more than fifty percent, making it one of the fastest growing school districts in the State; and

Whereas, Dr. Vail has overseen the addition of three new school buildings and the increase of academic and extra-curricula offerings to accommodate the increased enrollment; and

Whereas, he has further served his community as a member of the executive board of the Midlands Educational Business Alliance and the Regional Education Center; and

Whereas, the members of the South Carolina Senate commend Dr. J. Franklin Vail for the many years of outstanding and dedicated service he has given to the citizens of South Carolina and wish him happiness and health in his much-deserved retirement. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, recognize and honor Dr. J. Franklin Vail for his outstanding service to the students of Lexington School District Four, Gaston-Swansea, and congratulate him upon the occasion of his retirement after more than sixteen years as superintendent.

Be it further resolved that a copy of this resolution be presented to Dr. J. Franklin Vail.
