A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR RICHLAND COUNTY FOSTER CARE REVIEW BOARDS 5B, 5C, AND 5D FOR THEIR VOLUNTEER WORK FOR FOSTER CHILDREN IN SOUTH CAROLINA, AND TO CONGRATULATE THEIR MEMBERS UPON BEING SELECTED AS CO-WINNERS OF THE 2007 FOSTER CARE REVIEW BOARD OF THE YEAR.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Richland County Review Boards 5B, 5C, and 5D were named 2007 Foster Care Review Board of the Year from among forty-one local review boards in the State; and

Whereas, panels of community volunteers appointed by the Governor review cases of abused and neglected children in foster care to promote safe and permanent homes in a timely manner and to provide a system of accountability and advocacy; and

Whereas, in 2007, these Richland County Review Boards increased foster-parent participation in the monthly Review Board meetings by following the lead of Rachel Silver, who organized child care during the meetings; and

Whereas, this program provided the unexpected benefit for the Review Board members of being able to interact monthly with the children whose lives they are affecting so directly; and

Whereas, these board members also donated several hundred dollars worth of new toys to the Child Care Program, contributed to the Foster Care Clothes Closet, and made cash donations in excess of six hundred fifty dollars, all of which has served to promote a trusting and healthy working relationship among community partners in Richland County; and

Whereas, the members of Review Board 5B are Cassie Barker, Jo Hecker, Mibbie Rogers, Tangalen Bennett, and Ann Engin; the members of Review Board 5C are Freddie Brown, Vickie Vernon, Marisa Kornblut, Remona Jenkins, and Rachel Silver; and the members of Review Board 5D are Duane Harvin, Gary Williams, Virginia Funk-Currie, and Louise McFarland; and

Whereas, the members of the South Carolina House of Representatives express their deep appreciation to the members of Foster Care Review Boards 5B, 5C, and 5D for their service to foster children and their foster parents in Richland County. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and commend Richland County Foster Care Review Boards 5B, 5C, and 5D for their volunteer work for foster children in South Carolina, and congratulate their members upon being selected as co-winners of the 2007 Foster Care Review Board of the Year.
