To whom was referred a Joint Resolution (S. 901) to create the Healthy Lifestyles Study Committee to explore ways to improve the health of South Carolinians, to provide for the study committee's membership, and to require, etc., respectfully

STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES:

ESTIMATED FISCAL IMPACT ON FEDERAL & OTHER FUND EXPENDITURES:

$0 (No additional expenditures or savings are expected)

EXPLANATION OF IMPACT:

The Senate and the House of Representatives indicate there will be an additional cost for the proposed bill. The committee will consist of 5 members with 4 legislators and 1 non-legislator. The cost per legislator per one-day meeting is $245 per person, and the cost per non-legislator is $190. The total cost will be $1,170 per meeting.

A JOINT RESOLUTION

TO CREATE THE HEALTHY LIFESTYLES STUDY COMMITTEE TO EXPLORE WAYS TO IMPROVE THE HEALTH OF SOUTH CAROLINIANS, TO PROVIDE FOR THE STUDY COMMITTEE'S MEMBERSHIP, AND TO REQUIRE THE STUDY COMMITTEE TO REPORT ITS FINDINGS AND RECOMMENDATIONS TO THE GENERAL ASSEMBLY BEFORE JANUARY 1, 2009, AT WHICH TIME THE STUDY COMMITTEE IS ABOLISHED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created the Healthy Lifestyles Study Committee. The committee shall review, study, and make recommendations regarding the health of South Carolinians including, but not limited to, the state's ability to encourage a healthier lifestyle, partner with non-profit organizations that promote a healthier lifestyle, and provide more outdoor exercise opportunities.

(B)    The committee is composed of:

(1)    two members of the Senate appointed by the President Pro Tempore;

(2)    two members of the House of Representatives appointed by the Speaker of the House of Representatives; and

(3)    one member appointed by the Governor.

(C)    At the first meeting of the committee, the members shall elect a chairperson from among the committee members.

(D)    A vacancy occurring on the committee must be filled in the same manner as the original appointment.

(E)    The committee shall submit its report to the General Assembly and Governor before January 1, 2009, at which time the Healthy Lifestyles Study Committee is abolished.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
