That Palmetto Boys State is authorized to use the chambers of the House of Representatives and the Senate on Friday, June 15, 2007, from 12:00 noon to 1:00 p.m. for its annual State House meeting. If either House is in statewide session on this date or its chamber is otherwise unavailable, that chamber may not be used.

The Labor, Commerce and Industry Committee proposed the following Amendment No. 1 (Doc Name COUNCIL\BBM\ 9786HTC07), which was adopted:
(1) 'Abandoned manufactured home' means a manufactured home, located on property of a third party, which has not been occupied for a period of at least sixty consecutive days and:
(a) is not connected to electricity;
(b) is not connected to a source of safe potable water supply sufficient for normal residential needs;
(c) is not connected to a waste water disposal system as approved by the South Carolina Department of Health and Environmental Control; or
(d) is in a state of disrepair and does not meet the minimum habitability standards as adopted by the South Carolina Manufactured Housing Board.
(2) 'Demolished' means being permanently destroyed so that a manufactured home is no longer capable of being used or occupied for any purpose.
(3) 'Landowner' means the owner of real property on which an abandoned manufactured home is located.
(4) 'Manufactured home' has the meaning provided in Section 40-29-20(9).
Section 31-20-30. If a landowner desires to dispose of an abandoned manufactured home located on the landowner's property, the landowner shall post a notice on each door of the manufactured home for sixty consecutive days reading substantially as follows:
'NOTICE
Disposition/Demolition Permit for this mobile home to be applied for by (applicant), (applicant's address), (applicant's telephone number), sixty days from the date of this notice.
(Date of Notice)'
Section 31-20-60. The owner of the manufactured home and any lienholder have sixty days to respond, after the later of (1) the posting of the notice pursuant to Section 31-20-30 or (2) the mailing of the notice by certified mail, return receipt requested. If none of the persons or entities entitled to receive notice responds within that time, the landowner may demolish the manufactured home and dispose of it without incurring any liability to the owner or the lienholder, unless the value of the manufactured home exceeded five thousand dollars on the
Section 31-20-70. (A) Upon application by a landowner for a permit to move an abandoned manufactured home pursuant to this article, the county shall inspect the home to verify that the home meets the requirements of Section 31-20-20(1) and shall provide written verification to the licensing agent who shall retain a copy of the verification. The licensing agent shall issue a permit allowing the abandoned manufactured home to be permanently demolished and disposed of. The Lieutenant Governor recognized our special guests and then introduced Mr. Paul A. Morin, the National Commander of the American Legion who gave the following remarks:
"Greetings, Lt. Governor Bauer. I thank you for that wonderful introduction. I do appreciate your kind words. I'm glad to be here and I thank you for the opportunity to speak to you today. Before I begin, let me take a moment to introduce members of the American Legion family who are with me today. The Commander of the South Carolina American Legion, John O. Dellinger, from Rock Hill, South Carolina. The National Executive Committeeman for the American Legion of South Carolina, R. M. Singletary of Cross, South Carolina. The Adjutant of the American Legion of South Carolina, Jimmy Hawk, of Irmo, South Carolina. The President of the American Legion's Auxiliary for South Carolina, Nancy Hell, of Lugoff, South Carolina. The Secretary of the American Legion's Ladies Auxiliary of South Carolina, Bess Douglas, of Rock Hill, South Carolina.
On behalf of the 2.7 million Legionnaires around the world and the 190 Legion Posts throughout the State of South Carolina, I want to thank each of you for what you do for our men and women serving in the armed forces. And I would like to thank the 413,500 veterans of South Carolina who have served their country bravely.
When it comes to caring for active duty military, members of the National Guard and Reserves in the Palmetto State, you have taken great steps to set an example for others. The lawmakers of South Carolina were one of the first to realize that deployed troops often cannot meet property tax deadlines, so you helped them out by extending the filing dates for them. You passed a bill requiring judges to grant continuances in cases when the party or his or her attorney is
Upon conclusion of his address, the National Commander and his escort party retired from the Chamber.
The purpose of the Joint Assembly having been accomplished, the PRESIDENT announced that under the terms of the Concurrent Resolution the Joint Assembly would recede from business.
The Senate accordingly retired to its Chamber.
At 12:49 p.m. the House resumed, the SPEAKER in the Chair.
Rep. VICK moved that the House do now adjourn, which was agreed to.
At 12:50 p.m. the House, in accordance with the motion of Rep. HASKINS, adjourned in memory of Emory Bopp of Greenville, to meet at 10:00 a.m. tomorrow.
