Section 56-3-2150. The Department of Motor Vehicles may issue special motor vehicle license plates to former members of the South Carolina Delegation of the United States Congress, members of municipal and county councils, county coroners, and mayors of this State for private passenger motor vehicles owned by them. The department also may issue special motor vehicle license plates to former members of the General Assembly who are eligible to receive retirement benefits under the General Assembly Retirement System for private passenger motor vehicles owned by them. The biennial fee for these special license plates is the same as the fee provided in Section 56-3-2020, and only one plate may be issued to a former member of South Carolina Delegation to the United States Congress, councilman, coroner, mayor, or member of the General Assembly who is receiving retirement benefits. The plate must be issued or revalidated biennially for the regular registration and licensing period.
Section 56-3-2160. The special plates must be of the same size as regular motor vehicle license plates, but must be of a distinctive design and bear those letters and numerals the Department of Motor Vehicles prescribes. The plates must be issued or revalidated biennially for the regular registration and licensing period.
Section 56-3-2170. The license plate issued pursuant to this article may be transferred to another vehicle of the same weight class owned by the same person upon application being made to and approved by the Department of Motor Vehicles. It is unlawful for any a person to whom such a this plate has been issued to knowingly permit it to be displayed on any a vehicle except the one authorized by the department. If a holder of such a this plate ceases to be a member of the municipal or county council or ceases to be county coroner, or mayor he shall immediately shall return the plate to the department.
Section 56-3-2180. The provisions of this article do not affect the registration and licensing of motor vehicles as required by other provisions of this chapter but are cumulative thereto to them. Any A person violating the provisions of this article or any a person who (a) fraudulently gives false or fictitious information in any application for a special license plate, as authorized in this article, (b) conceals a material fact, or (c) otherwise commits a fraud in any application or in the use of any a special license plate issued is guilty of a misdemeanor and, upon conviction, must be punished by a fine of not more than one hundred dollars, or by imprisonment for not more than thirty days." /

For the purpose of this article, when a registered producer is an importer of beer produced by a brewer located outside of the United States, the importer is considered to be the agent of the foreign brewer and an agreement subject to the provisions of this article between a wholesaler and the importer is binding on a successor importer of beer produced by that foreign brewer, its successor, or its assignee. For the purposes of this article, when a producer, as defined in Section 61-4-300, or primary American source of supply, as defined in Section 61-4-340, who is registered to sell beer to wholesalers in this State, transfers a brand of beer to another producer or primary American source of supply, the assignment of territory of that brand to a wholesaler, required pursuant to Section 61-4-1300, is binding on the successor producer or primary American source of supply. The successor producer or primary American source of supply and the existing wholesaler shall enter, in good faith, into a new distribution agreement that is not inconsistent with the laws of this State."

/ Section 31-22-30. (A) A local government, including a municipality or county, may create and operate an LHTF or RHTF by ordinance, or join an existing trust fund to implement either a local or regional program for affordable housing as defined in this chapter. A local government may jointly form a regional housing trust fund by ordinance. A regional housing trust fund created under this chapter is subject to the same requirement and has the same power as a local housing trust fund created by an individual local government.
(B) A local government that creates a LHTF or RHTF may finance the LHTF or RHTF with money available to the local government through its budgeting authority unless expressly prohibited by the law of this State. Sources of these funds include, but are not limited to, one or more of the following:
(1) donations;
(2) bond proceeds; and
(3) grants and loans from a state, federal, or private source.
The local government may alter a source of funding for the LHTF or RHTF by amending the ordinance that establishes financing for the LHTF or RHTF, but only if sufficient funds exist to cover the projected debts or expenditures authorized by the LHTF or RHTF in its budget. This chapter does not create, grant, or confer a new or additional tax or revenue authority to a local government or political subdivision of the State unless otherwise provided by the law of this State.
(C) A local government operating a LHTF or RHTF shall safeguard the fund in the same manner as the general fund or a separate utility fund established for specific purposes. The LHTF or RHTF may be included in the required financial expense reports or annual audit for each local government.
(D) A local government operating a LHTF or RHTF may allocate funds to a program that promotes the development or rehabilitation of affordable housing as defined in this chapter. Regarding the distribution of funds from an LHTF or RHTF, preference must be given to a program or project that promotes the development or rehabilitation of affordable housing for an individual or family with an annual income below fifty percent of the median income for the local area, adjusted for family size according to current data from HUD, the development or rehabilitation of special needs housing, or the development or rehabilitation of homeless housing.
(E) LHTF or RHTF funds may be used to match other funds from federal, state, or private resources, including the State Housing Trust Fund. A local government should seek additional resources for housing programs and projects to the maximum extent practicable. A local government should administer its housing trust fund through new or existing nonprofit organizations to encourage private charitable donation to the funds. Where a LHTF or RHTF receives such a donation, the donation must be used and accounted for in accordance with the provisions of this chapter.
(F) A local government may use an established LHTF or RHTF if the LHTF or RHTF is operated in accordance with the provisions of this chapter. The LHTF or RHTF must provide an annual report to the local government that created the fund. The local government shall require the LHTF or RHTF to provide an accounting of its funds each year. This report must be made available to the public by posting on the appropriate web site of the local government./

S. 394 (Word version) -- Senator Leatherman: A CONCURRENT RESOLUTION TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE BRIDGE THAT CROSSES BIG SWAMP ALONG SOUTH CAROLINA HIGHWAY 51 IN FLORENCE COUNTY, NEAR THE TOWN OF PAMPLICO, THE "J. LAVERNE ARD BRIDGE" AND TO ERECT APPROPRIATE MARKERS OR SIGNS AT THE BRIDGE CONTAINING THE WORDS "J. LAVERNE ARD BRIDGE".
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly request that the Department of Transportation name the bridge that crosses Big Swamp along South Carolina Highway 51 in Florence County, near the Town of Pamplico, the "J. LaVerne Ard Bridge" and to erect appropriate markers or signs at the bridge that contain the words "J. LaVerne Ard Bridge".
Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
The Concurrent Resolution was adopted and sent to the Senate.
The motion period was dispensed with on motion of Rep. SELLERS.
Rep. COOPER moved that H. 3620, the General Appropriation Bill for Fiscal Year 2007-2008, be set for Special Order on Tuesday, March 13, 2007, immediately after completion of the uncontested calendar and immediately after roll call every day thereafter, and continue each day until given second reading, which was agreed to.
Rep. COOPER moved that H. 3621, the Joint Resolution appropriating the Capital Reserve Fund for Fiscal Year 2006-2007, be set for Special Order immediately following second reading of H. 3620, and immediately after roll call every day thereafter, and continue each day until given second reading, which was agreed to.
Rep. COOPER moved that while debating H. 3620 on second reading the Bills on the Calendar be printed by number only, which was agreed to.
Rep. COOPER moved that when the House adjourns today, that it adjourn to meet in Local Session on Friday, March 9, 2007, and convene at 10:00 a.m., Tuesday, March 13, 2007, in Statewide Session, which was agreed to.
Rep. OTT moved to reconsider the vote whereby H. 3285 (Word version) was given a second reading and the motion was noted.
