CONGRATULATING FRANCES LAVINIA PEEBLES BYARS ON THE OCCASION OF HER NINETIETH BIRTHDAY AND THANKING HER FOR HER INSPIRATION, STRONG MORALS, HARD WORK, AND DEDICATION TO HER CHURCH AND COMMUNITY THROUGHOUT THE YEARS.
Whereas, Frances Lavinia Peebles Byars, the daughter of Lillie Hall Peebles and Edward Fulton Peebles, was born in Lee County on April 1, 1918; and
Whereas, Frances Byars graduated from Epworth High School in Columbia and from Limestone College in Gaffney, where she served as a member of Student Government, President of the Sophomore class, President of the YWA, received Senior Superlative, was chosen as Who's Who in American Colleges and Universities from 1939 to 1940, and established the Frances Byars Endowment at Limestone College; and
Whereas, Frances Byars married R. Carl Byars of Easley, South Carolina in September, 1942; and
Whereas, Mrs. Byars worked with Liberty Life Insurance Company in Greenville from 1940-1942; and
Whereas, Mrs. Byars has spent her life volunteering in the community, including serving as volunteer for the Pickens County Chapter of the American Cancer Society, the Pickens County YMCA Board, and Chairman of the Pickens County Youth Campaign for the YMCA. She served diligently on the Palmetto Health Baptist Easley Foundation Board, where she was instrumental in establishing the original hospital; and
Whereas, Mrs. Byars has been an active member of the First United Methodist Church in Easley for sixty-five years. She continued to serve her church and community as President of the United Methodist Women, Youth Minister, MYF Volunteer, Lay Reader, as a member of the Pastor Parish Relations Committee, and as a guidance counselor. She also served on the Committee to establish the "Shine Soup Kitchen" and was instrumental in raising support for the Red Owens Sports Complex in Easley. Mrs. Byars was a committed substitute teacher for many years in Pickens County at East End School, Easley Junior High School, and Easley High School; and
Whereas, Mrs. Byars served as President of the Yellow Jessamine Garden Club, the Easley Woman's Club, the Greenville Woman's Club, the Tuesday Morning Bridge Club, and was a charter member of the Easley Red Hat Society; and
Whereas, in 1999, Frances Byars was awarded the YMCA "Volunteer of the Year" and in 2001, Carl and Frances Byars received a special award by the Easley Chamber of Commerce recognizing them as "Outstanding Business Leaders of the Year". Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the South Carolina General Assembly, by this resolution, do congratulate Frances Lavinia Peebles Byars on the occasion of her ninetieth birthday and thank her for her inspiration, strong morals, hard work, and dedication to her church and community throughout the years.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Frances Lavinia Peebles Byars.
