A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-7-130 SO AS TO REQUIRE THAT AN AMENDMENT TO THE GENERAL APPROPRIATIONS BILL AND SUPPLEMENTAL APPROPRIATIONS BILL WHICH HAS THE EFFECT OF APPROPRIATING A CERTAIN AMOUNT OF FUNDS DURING THE FISCAL YEAR MUST INCLUDE WITHIN THE AMENDMENT THE CORRESPONDING APPROPRIATION REDUCTION OR REVENUE INCREASE, OR BOTH, WITHIN THE SAME SECTION OF THE BILL.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 1, Chapter 7, Title 2 of the 1976 Code is amended by adding:

"Section 2-7-130.    An amendment to the General Appropriations Bill and Supplemental Appropriations Bills which has the effect of appropriating funds in excess of five hundred thousand dollars during the fiscal year stated within the bill must include within the amendment the corresponding appropriation reduction or revenue increase, or both, within the same section that fully funds the amendment's proposed appropriation or have attached to it in writing an explanation of the specific appropriation reduction or revenue increase, or both, from the different section that fully funds the amendment's proposed appropriation. The provisions of this section must be construed narrowly and strictly with regard to all provisions of and amendments to the General Appropriations Bill and Supplemental Appropriations Bills."

SECTION    2.    This act takes effect upon approval by the Governor.
