A CONCURRENT RESOLUTION

TO COMMEND AND CONGRATULATE SERGEANT RICHARD "TODD" CAMPBELL OF THE SOUTH CAROLINA DEPARTMENT OF NATURAL RESOURCES UPON THE OCCASION OF HIS BEING SELECTED AS THE 2007 LAW ENFORCEMENT OFFICER OF THE YEAR BY THE SOUTHEASTERN ASSOCIATION OF FISH AND WILDLIFE AGENCIES.

Whereas, South Carolina Department of Natural Resources' (DNR) Sergeant Richard "Todd" Campbell, of York County, was selected Wildlife Officer of the Year for 2007 by the Southeastern Association of Fish and Wildlife Agencies during ceremonies held Monday, October 22, in Charleston, West Virginia; and

Whereas, the Southeastern Association of Fish and Wildlife Agencies is an organization whose members are the state agencies with primary responsibility for management and protection of the fish and wildlife resources in the sixteen southeastern states, Puerto Rico, and the United State Virgin Islands; and

Whereas, Sergeant Campbell also was awarded the statewide title of South Carolina Department of Natural Resource Wildlife Officer of the Year for 2007 on September 28 in Columbia; and

Whereas, DNR agency director John Frampton, noting the prestigious award for Campbell and the agency, said, "This is the first time that a South Carolina officer has been given this award. His attitude and leadership set the standard for his unit, region, and state, and now for the entire Southeast"; and

Whereas, DNR Law Enforcement Colonel Alvin Taylor also praised Sergeant Campbell for his outstanding work and dedication, saying, "Going beyond the call of duty is routine for Sergeant Campbell. His law enforcement work sets the bar, and he is an example to other officers on how to be a game warden"; and

Whereas, Sergeant Campbell, a vital part of the Draper Fish Rodeo, not only started the project but also built it up for the past several years, including personally raising six thousand dollars from private sources for the Draper Youth Event, and this past year the rodeo had more than seven hundred fifty people in attendance and awarded three lifetime hunting/fishing licenses to children at the event; and

Whereas, he has made two hundred thirty-five cases, assisted on one hundred eighty-eight others, and worked three hundred fifty-seven night hours, with sixty-nine of his cases being made at night and fifty-one of his cases being major violations; and

Whereas, while Sergeant Campbell has made numerous cases for natural resource violations, it must be noted that he also issued one hundred thirty-five warnings and has given forty-two public presentations as of April 2007; and

Whereas, he places the highest priority on the safety and well being of residents and visitors in South Carolina as they use and enjoy the state's natural resources, and he understands the importance of educating the public with the knowledge necessary to make informed natural resource decisions. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, commend and congratulate Sergeant Richard "Todd" Campbell of the South Carolina Department of Natural Resources upon the occasion of his being selected as the 2007 Law Enforcement Officer of the Year by the Southeastern Association of Fish and Wildlife Agencies.

Be it further resolved that a copy of this resolution be forwarded to Sergeant Richard "Todd" Campbell.
