TO ESTABLISH A PILOT PROGRAM WHEREBY THE STATE BUDGET AND CONTROL BOARD, DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, AND DEPARTMENT OF NATURAL RESOURCES SHALL PURCHASE A MINIMUM OF ONE PERCENT OF THEIR ESTIMATED MONTHLY ELECTRICITY NEEDS FOR EACH BUILDING UNDER THEIR CONTROL THROUGH GREEN POWER PROGRAMS AVAILABLE IN SERVICE AREAS WHERE THEIR FACILITIES ARE LOCATED AND TO PROVIDE WAIVERS FROM THIS REQUIREMENT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. "Green Power" is available to customers of Duke Energy, Progress Energy, and South Carolina Electric and Gas through the Palmetto Clean Energy Program (PaCE) and to customers of Santee Cooper and electric cooperatives through Santee Cooper's Green Power program. These programs allow electric utility customers to pay an additional amount monthly to purchase a block of green power, generated from renewable energy resources. In order to foster the creation of jobs in the renewable energy field and to improve air quality and reduce greenhouse gas emissions in the State, a pilot program is hereby created whereby the State Budget and Control Board, the Department of Health and Environmental Control, and the Department of Natural Resources shall purchase a minimum of one percent of estimated monthly electricity needs through Palmetto Clean Energy or Santee Cooper Green Power programs, or through an alternative program. Power shall be purchased through the program available in the service district within which each agency building is located. If an agency building is served by a utility which does not offer green power, it is exempt from the requirements of this joint resolution. The State Budget and Control Board may grant to an agency, division, or department waivers from this requirement based on economic hardship.
SECTION 2. This joint resolution takes effect July 1, 2008, and expires June 30, 2011.
