A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR THE LIFE AND ACHIEVEMENTS OF FRED DOUGLAS GARRETT, SR., OF GREENVILLE COUNTY, AND TO EXPRESS APPRECIATION FOR HIS MANY YEARS OF SERVICE TO HIS COMMUNITY.

Whereas, the members of the South Carolina General Assembly are pleased to pause in their deliberations to acknowledge the significant impact that Fred Douglas Garrett, Sr., has had on the citizens of his community; and

Whereas, born in Salley on December 23, 1924, the son of the late Reverend John E. Garrett and Mattie Baston Garrett, Fred Garrett grew up nurtured in his father's churches, New Jerusalem Baptist Church in Salley and later in Carey Hill Baptist Church in Aiken County; and

Whereas, after graduating from Schofield Normal and Industrial School in 1943, Fred Garrett joined the Navy and ended his military career in 1946; and

Whereas, in 1951, he earned a Bachelor's Degree in Agricultural Science from South Carolina State College and then worked as a county agent in Florence County for Clemson University's Agricultural Extension Program; and

Whereas, in Florence, he met and married his beloved wife Mamie Williams, and they moved to Greenville in 1952, where Fred served as a Greenville County extension agent; they raised three devoted children, Janet Owens, Leah Garrett, and Doug Garrett; and

Whereas, in 1958, he began working part time at Watkins, Arnold and Shepard Mortuary and later became part owner and manager. In 1993, he became sole owner of the mortuary; and

Whereas, he has served his community extensively as a member of a variety of organizations--the Greenville County Planning Commission, the Urban League Board, the board of the Chamber of Commerce, the advisory board of First Union National Bank, the Phillis Wheatley Board, and Habitat for Humanity--and as past president of the South Carolina Mortician's Association; and

Whereas, he also holds a life membership in the National Association for the Advancement of Colored People, serves on the United Negro College Fund steering committee, and is a member of Springfield Baptist Church; and

Whereas, his numerous accolades for outstanding service to his community include Man of the Year from the National Funeral Directors and Morticians Association in 1988, Minority Business of the Year from the Greenville Chamber of Commerce in 1996, Martin L. King, Jr., Award from the Baptist Ministers Fellowship in 2004, Civic Leadership Award from the State Conference of the National Association for the Advancement of Colored People in 2007, and Community Service Award by the United Negro College Fund in 2007; and

Whereas, the members of the South Carolina General Assembly convey deep gratitude for the life of Fred Douglas Garrett and his example of service to the citizens of the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor the life and achievements of Fred Douglas Garrett, Sr., of Greenville County, and express appreciation for his many years of service to his community.

Be it further resolved that a copy of this resolution be forwarded to Fred Douglas Garrett, Sr.
