To whom was referred a Bill (S. 488) to provide that the State shall forego any commission or other source of revenue derived from the placement of pay telephones in institutions of the Department of Corrections, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the committee amendment, as and if amended, by striking all after the enacting words and inserting:
/ SECTION 1. Notwithstanding any other provision of law, the State shall forego any commissions or revenues for the provision of pay telephones in institutions of the Department of Corrections and the Department of Juvenile Justice for use by inmates. The State Budget and Control Board shall ensure that the telephone rates charged by vendors for the use of those phones must be reduced to reflect this foregone state revenue.
SECTION 2. This act takes effect July 1, 2007. /

TO PROVIDE THAT THE STATE SHALL FOREGO ANY COMMISSION OR OTHER SOURCE OF REVENUE DERIVED FROM THE PLACEMENT OF PAY TELEPHONES IN INSTITUTIONS OF THE DEPARTMENT OF CORRECTIONS AND THE DEPARTMENT OF JUVENILE JUSTICE FOR THE USE OF INMATES AND TO PROVIDE THAT THE STATE BUDGET AND CONTROL BOARD SHALL ENSURE THAT THE TELEPHONE RATES CHARGED FOR THE USE OF THESE PAY PHONES REASONABLY REFLECT THIS FOREGONE STATE REVENUE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law, the State shall forego any commission or revenue source by any means described for the placement of pay telephones in institutions of the Department of Corrections and the Department of Juvenile Justice for the use of inmates. The State Budget and Control Board shall ensure that the telephone rates charged by vendors for the use of those phones reasonably reflect this foregone state revenue.
SECTION 2. This act takes effect July 1, 2007.
