A HOUSE RESOLUTION

TO COMMEND HOWARD ELLIOTT DUVALL, JR., OF RICHLAND COUNTY, FOR HIS SERVICE AS MAYOR IN HIS HOME TOWN OF CHERAW AND FOR HIS YEARS OF SERVICE TO THE MUNICIPAL ASSOCIATION OF SOUTH CAROLINA, AND TO CONGRATULATE HIM UPON THE OCCASION OF HIS RETIREMENT AS THE EXECUTIVE DIRECTOR OF THE MUNICIPAL ASSOCIATION.

Whereas, the members of the South Carolina House of Representatives were saddened to learn that, after twenty-two years of exceptional and committed service to the Municipal Association of South Carolina, Howard Duvall will retire as its executive director; and

Whereas, born in Cheraw in 1943 the son of Martha McInnes Duvall and Howard Elliot Duvall, Howard Duvall graduated from The Citadel, The Military College of South Carolina, in 1965 with a degree in political science and earned a master's degree from the University of South Carolina; and

Whereas, in July of 1965, he married his beloved wife Allianne Turner, and they raised two fine daughters, Jacqueline Duvall Boylston and Rena Duvall Coggins, who have blessed them with two grandchildren, Allie Stubbs and McInnes Coggins; and

Whereas, as a patriotic son of South Carolina, he served with distinction for four years in the United States Air Force and for three years in the South Carolina Air National Guard; and

Whereas, in 1974, Howard Duvall was elected to the Cheraw Town Council, and in 1980 he was elected mayor of Cheraw and worked in his family's hardware business; and

Whereas, in June of 1986, he became the executive assistant to Governor Richard Riley, and in 1987 he was appointed to the South Carolina Tax Commission. Five years after he became the director for intergovernmental relations for the Municipal Association in 1987, he was named its executive director; and

Whereas, the members of the South Carolina House of Representatives are grateful for the twenty-two years of outstanding and dedicated service that Howard Elliott Duvall, Jr. has given to all the cities and towns of South Carolina and wish him much success and happiness in all his future endeavors and in his much-deserved retirement. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, commend Howard Elliott Duvall, Jr., of Richland County, for his service as mayor in his home town of Cheraw and for his years of service to the Municipal Association of South Carolina, and congratulate him upon the occasion of his retirement as the executive director of the Municipal Association.

Be it further resolved that a copy of this resolution be presented to Howard Elliott Duvall, Jr.
