To whom was referred a Concurrent Resolution (S. 933) to urge the members of the South Carolina Delegation to the United States Congress to request that the Environmental Protection Agency study Port Royal Sound, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO URGE THE MEMBERS OF THE SOUTH CAROLINA DELEGATION TO THE UNITED STATES CONGRESS TO REQUEST THAT THE ENVIRONMENTAL PROTECTION AGENCY STUDY PORT ROYAL SOUND AS A CANDIDATE FOR THE NATIONAL ESTUARY PROGRAM.
Whereas, all but five coastal states belong to the National Estuary Program, which funds an average of five hundred thousand dollars annually to each of its twenty-eight recognized ecosystems where rivers meet the sea. The State of South Carolina is presently not represented in these allocated federal conservation funds; and
Whereas, the National Estuary Program's inclusion of the State of South Carolina could assist a consortium of local environmental groups and agencies forming the Port Royal Conservancy, to promote research and education on Port Royal Sound. The national program promotes local control, a key aspect of the conservancy's mission; and
Whereas, the Port of Charleston serves as an excellent model for Beaufort County and Port Royal Sound, as the Port of Charleston was transformed through cleanup efforts which were the result of sound environmental practices and all levels of government working together to protect the quality of the water; and
Whereas, Port Royal Sound stretches from the ACE Basin between Beaufort and Charleston counties to the Savannah River Basin; and
Whereas, the General Assembly of the State of South Carolina considers the protection and preservation of our waterways and environment to be important to the quality of life in our State. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, urge members of the South Carolina Delegation to the United States Congress to work together to request that the Environmental Protection Agency study Port Royal Sound as a candidate for the National Estuary Program.
Be it further resolved that a copy of this resolution be forwarded to each member of the South Carolina Congressional Delegation.
