Holy God, even here in the year 2008, we sometimes feel that we are being overwhelmed by stifling darkness, by forces that are working to bring results that are not for the good of all South Carolinians. By Your Spirit's grace, may that not be so for these women and men who lead our State in this body. May these Senators always find their way illumined by Your light of hope and promise. Additionally, let Your light shine upon all of our women and men in uniform, as they serve in so many places around the globe. Keep them safe as they also strive to defeat the powers of darkness. In Your name we pray, Lord.

S. 422 (Word version) -- Senators McConnell, Campsen and Knotts: A BILL TO AMEND SECTION 12-43-220, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO VALUATION AND CLASSIFICATION OF PROPERTY FOR PURPOSES OF THE PROPERTY TAX, SO AS TO PROVIDE THAT THE OWNER-OCCUPANT OF RESIDENTIAL PROPERTY QUALIFIES FOR THE SPECIAL FOUR PERCENT ASSESSMENT RATIO ALLOWED OWNER-OCCUPIED RESIDENTIAL PROPERTY IF THE OWNER HAS MADE THE PROPER CERTIFICATE TO THE COUNTY ASSESSOR AND THE RESIDENCE IS THE OWNER'S ADDRESS ON THE OWNER'S SOUTH CAROLINA DRIVER'S LICENSE OR VOTER REGISTRATION CARD, IS THE ADDRESS ON THE OWNER'S PERSONAL PROPERTY TAX NOTICES, AND THE RESIDENCE IS NOT RENTED FOR MORE THAN NINETY DAYS A YEAR, AND TO DELETE OTHER REFERENCES TO RENTAL OF THESE RESIDENCES.

The Senate proceeded to a consideration of the Bill, the question being the adoption of the previously proposed amendment by Senator REESE as follows.

Senator REESE proposed the following amendment (BBM\9952HTC07), which was adopted:

Amend the bill, as and if amended, in SECTION 1A, page 2, by striking line 3 and inserting:

/ (C)   not rented for more than ninety days in a calendar year and a rental commission, however described, is not paid to anyone in connection with the rental of the residence." /

Renumber sections to conform.

Amend title to conform.

Senator REESE explained the amendment.

The amendment was adopted.

There being no further amendments, the Bill was read the second time, passed and ordered to a third reading.

The House returned the Bill with amendments.

On motion of Senator FAIR, the Senate nonconcurred in the House amendments and a message was sent to the House accordingly.
