The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

We read in the words of Isaiah, the prophet, that:

"... those who wait for the Lord shall renew their strength, they shall mount up with wings like eagles, they shall walk and not faint."
(Isaiah 40:31)

Holy Lord, we-by Your grace-also dream of soaring like eagles-not for personal gain, but in ways that will benefit the people of this State. Certainly in his leadership of our young nation, George Washington did so. In Washington's private letters and public statements as Commander in Chief and as President, he again and again soared like an eagle, praising You, O Lord, and calling upon You to continue to bestow Your richest blessings. All of us in this Senate Chamber share that wish and dream, dear God: that you truly will bless all South Carolinians in ways wonderful and grand. In Your loving name we pray, Lord.
