VERSIONS OF THIS BILL
TO AMEND CHAPTER 24, TITLE 59, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-24-90 SO AS TO REQUIRE A SCHOOL ADMINISTRATOR OF A SCHOOL THAT MAINTAINS AN AVERAGE DAILY MEMBERSHIP OF FIVE HUNDRED STUDENTS OR LESS TO SPEND AT LEAST THIRTY HOURS A WEEK IN A CLASSROOM AS THE PRIMARY INSTRUCTOR AND TO SPEND AT LEAST THIRTY CONSECUTIVE MINUTES IN THE CLASSROOM WITH THE SAME GROUP OF STUDENTS FOR THE PERIODS OF INSTRUCTION RELATED TO A PARTICULAR SUBJECT OR COURSE, AND TO EXCLUDE PRINCIPALS, CAREER COUNSELORS, AND GUIDANCE COUNSELORS FROM THE REQUIREMENTS OF THIS SECTION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 24, Title 59 of the 1976 Code is amended by adding:
"Section 59-24-90. (A) Beginning with the 2011-2012 school year, a school administrator of a school that maintains an average daily membership of five hundred students or less must spend at least thirty hours a week in a classroom as the primary instructor and spend at least thirty consecutive minutes in the classroom with the same group of students for the periods of instruction related to a particular subject or course.
(B) For purposes of this section, 'school administrator' means a person who performs administrative functions for the school. This term does not include school principals, career counselors, and guidance counselors."
SECTION 2. This act takes effect upon approval by the Governor.
