TO RECOGNIZE AND HONOR BILL CLARK, ORANGEBURG COUNTY ADMINISTRATOR, UPON THE OCCASION OF HIS RETIREMENT AFTER TWENTY-TWO YEARS OF OUTSTANDING SERVICE TO ORANGEBURG COUNTY, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, it is altogether fitting and proper that the members of the Senate of the State of South Carolina should pause in their deliberations to express their gratitude to Bill Clark for his significant contributions to Orangeburg County; and
Whereas, Bill Clark graduated from the University of South Carolina with a bachelor's degree in economics, and in 1987, he earned a master's degree in human resources from his alma mater's School of Business Administration; and
Whereas, he commenced a career in his chosen profession as the personnel director at Riverbanks Zoo in Columbia, and in 1990, he began serving as the personnel director for Orangeburg County; and
Whereas, since July 2002, he has served as the Orangeburg County Administrator, and in 2005, Orangeburg received the All American City Award; and
Whereas, under his ten years of leadership, Orangeburg has twice received the coveted J. Mitchell Graham Memorial award, presented annually by the South Carolina Association of Counties for progress and achievement by a county government in South Carolina in an effort to recognize outstanding accomplishments by county governments in the State; and
Whereas, the award is presented as a tribute to the influence and leadership of the late J. Mitchell Graham, a member of Charleston County Council for eighteen years, ten of which he served as its chairman, and he also served as president of the Association of Counties; and
Whereas, Bill Clark's love for Orangeburg County has been demonstrated in his outstanding work on behalf of the YMCA, and the realization of that work has be a dream come true for him and for the Orangeburg community; and
Whereas, together with his beloved wife, Cindy, he has reared a lovely daughter, Morgan, and he has been active with the Community of Character; and
Whereas, he is a devoted member of First Presbyterian Church in Orangeburg, where he has served as a deacon, and on the finance committee, and
Whereas, the members of the South Carolina Senate are grateful for the years of dedication that Bill Clark has devoted to the well being of the citizens of Orangeburg County and wish him many years of enjoyment in his well-earned retirement. Now, therefore,
Be it resolved by the Senate:
That the members of the Senate of the State of South Carolina, by this resolution, recognize and honor Bill Clark, Orangeburg County Administrator, upon the occasion of his retirement after twenty-two years of outstanding service to Orangeburg County, and wish him continued success and happiness in all his future endeavors.
Be it further resolved that a copy of this resolution be provided to Bill Clark.
