To whom was referred a Bill (H. 4550) to abolish the Richland County Board of Assessment Control and devolve all of its duties, powers, and functions upon the Richland County Council and to repeal, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO ABOLISH THE RICHLAND COUNTY BOARD OF ASSESSMENT CONTROL AND DEVOLVE ALL OF ITS DUTIES, POWERS, AND FUNCTIONS UPON THE RICHLAND COUNTY COUNCIL AND TO REPEAL SECTION 1 OF ACT 952 OF 1958.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding another provision of law, upon the effective date of this act, the Richland County Board of Assessment Control is abolished and all of its duties, powers, and functions are devolved upon the Richland County Council.
SECTION 2. SECTION 1 of Act 952 of 1958 is repealed.
SECTION 3. This act takes effect upon approval by the Governor.
