A HOUSE RESOLUTION

TO CONGRATULATE DR. DAVID G. ARNOLD, INSPECTOR IN SPECIAL OPERATIONS/EMERGENCY PREPAREDNESS/HOMELAND SECURITY FOR THE COLUMBIA POLICE DEPARTMENT, ON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE IN LAW ENFORCEMENT, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, the South Carolina House of Representatives has learned that Dr. David G. Arnold, inspector in Special Operations/Emergency Preparedness/Homeland Security for the Columbia Police Department, soon will retire after an exceptional career in law enforcement spanning twenty-five years, the past two with the Columbia Police Department (CPD); and

Whereas, in preparation for his life's work, the young David, having previously studied at Midlands Technical College, earned a bachelor's degree in criminal justice and a master's degree in criminal justice administration from the American Public University, followed by a doctoral degree in political science/public administration from the same institution; and

Whereas, his extensive emergency management training has included courses ranging from Emergency Program Manager to Canine Emergency Medical Care, and his equally extensive law enforcement training has encompassed courses with the South Carolina Criminal Justice Academy, the South Carolina Department of Public Safety, and SLED; and

Whereas, beginning his career in 1989, he started work at the Richland County Coroner's Office in death investigation. Later, he served with the Richland County Sheriff's Department (deputy), Bishopville Police Department Commanded Patrol Division, and Lexington County Sheriff's Department (captain); and

Whereas, in addition to holding his present post with the CPD, Dr. Arnold is the owner of DGA Consulting Firm and works for Arnold Companies (director of safety and security). After his retirement from the CPD, he will continue working with DGA Consulting Firm and Arnold Companies and will launch another company, A-Team Professional Services. He also will continue to contribute to the profession of law enforcement as a teacher in his field of expertise; and

Whereas, Dr. Arnold is active in a number of groups related to his interests and occupation, including the National Rifle Association, Ducks Unlimited, South Carolina Law Enforcement Officers' Association, National Association for Search and Rescue, Charleston Southern University Board of Visitors, American Board for Certification in Homeland Security, and American Board of Law Enforcement Experts; and

Whereas, for his achievements, he has received numerous honors, among them the Bishopville Police Department Life Saving Award, Lexington County Sheriff's Department Special Achievement Award, Lexington County Sheriff's Department Community Service Award, and Optimist International Law Enforcement Award (conferred by the Irmo Optimist Club); and

Whereas, the House of Representatives, grateful for the legacy of consistent commitment and excellence Dr. Arnold has bestowed on this great State, takes great pleasure in wishing him well as he enters retirement and trusts he will find much enjoyment in the new challenges of the days ahead. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Dr. David G. Arnold, inspector in special operations/emergency preparedness/Homeland Security for the Columbia Police Department, on the occasion of his retirement, commend him for his many years of dedicated service in law enforcement, and wish him much happiness and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be provided to Dr. David G. Arnold.
