VERSIONS OF THIS BILL
TO HONOR AND COMMEND CAPTAIN JAMES BARTLETT "JIM" MCCLARY OF THE SOUTH CAROLINA LAW ENFORCEMENT DIVISION (SLED) ON HIS FORTY YEARS OF DEDICATED SERVICE WITH THAT AGENCY.
Whereas, the South Carolina House of Representatives is pleased to learn of the fine work of Captain James Bartlett "Jim" McClary of SLED, who, under four chiefs, for forty years has labored to assist that agency in the accomplishment of its mission, the support of the law enforcement agencies of this great State; and
Whereas, on January 21, 1974, Captain McClary took up his duties with SLED, beginning his career as a fingerprint analyst in the agency's Records Section. The following year, he graduated from the South Carolina Criminal Justice Academy; and
Whereas, from 1976 to 1987, he served as an agent assigned to the Narcotics Section, becoming in 1987 a lieutenant supervising training, freedom of information, and policy and procedures until 1994. He was a team leader on the SWAT Team from 1987 to 1994, as well. Since 1994, he has served as SAC/Captain of the Training Section; and
Whereas, Captain McClary's experience includes a wide compass of duties. He has conducted investigations and prepared cases involving a variety of subjects from street-level narcotics to international smuggling to capital murder in order to ensure successful prosecution. He was assigned as SLED liaison to the U.S. Drug Enforcement Administration as part of a multi-jurisdictional task force; and
Whereas, he has supervised and provided training to hundreds of law enforcement officers on a multitude of topics, including report writing, live-fire tactical response, active-shooter response, and counter-terrorism. He also has led and conducted high-risk warrant services, manhunts, and SWAT operations and led law enforcement operations in support of local agencies during natural disasters and man-made events; and
Whereas, in addition, Jim McClary participates as a peer team member for the South Carolina Law Enforcement Assistance Program, leading and assisting law enforcement agencies with critical-incident debriefings for law enforcement personnel and their families. He provides necessary protection details for dignitaries and celebrities. Further, he coordinated SLED's testing, adoption of, and transition to, the Glock .40 pistol in 1990; and
Whereas, respected by his peers, he served as president of the South Carolina Law Enforcement Officers' Association (1992-1993) and graduated in 1998 from the Federal Bureau of Investigation National Academy, Session 192. He is a member of the South Carolina Police Combat League and has made the South Carolina Governor's Twenty from 1977 to the present year. In 2002, he was an NRA National & World Champion Pistol Team member; and
Whereas, grateful for the outstanding work he has accomplished, the South Carolina House of Representatives is proud to add its collective voice to the many warm expressions of praise so well deserved by Captain McClary. The members wish him all the best as he continues to play a vital part in keeping the citizens of South Carolina safe. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, honor and commend Captain James Bartlett "Jim" McClary of the South Carolina Law Enforcement Division (SLED) on his forty years of dedicated service with that agency.
Be it further resolved that a copy of this resolution be provided to Captain Jim McClary.
