VERSIONS OF THIS BILL
TO CONGRATULATE RICHARD S. FOWLER, EXECUTIVE DIRECTOR OF THE TRI-COUNTY COMMISSION ON ALCOHOL AND DRUG ABUSE, UPON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.
Whereas, the South Carolina Senate has learned that Richard S. Fowler, executive director of the Tri-County Commission on Alcohol and Drug Abuse, will retire on July 19, 2013, from the post he has filled so ably for thirty-one years; and
Whereas, in preparation for his distinguished career, Mr. Fowler earned his undergraduate and graduate degrees at the University of South Carolina; and
Whereas, prior to his employment with the Tri-County Commission, Mr. Fowler was employed with the South Carolina Commission on Alcohol and Drug Abuse as director of grants and contracts. He has more than thirty-five years' experience in local and state alcohol abuse and drug abuse prevention, intervention, and rehabilitation planning and administration; and
Whereas, in 1991, he led efforts in South Carolina to open the William J. McCord Adolescent Treatment Facility, a public specialty alcohol and drug psychiatric hospital in Orangeburg designed to serve adolescents statewide. Since its opening in 1993, the McCord Center has treated thousands of adolescents with primary alcohol and drug dependency and secondary mental health-related diagnosis; and
Whereas, away from the office, this thirty-year Rotarian is past president of the Rotary Club of Orangeburg; and
Whereas, grateful for the legacy of consistent commitment and excellence Mr. Fowler has bestowed on this great State, the Senate takes great pleasure in wishing him well as he enters retirement and trusts he will find much enjoyment in the more leisurely pace of the days ahead. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, congratulate Richard S. Fowler, executive director of the Tri-County Commission on Alcohol and Drug Abuse, upon the occasion of his retirement, commend him for his many years of dedicated service, and wish him much happiness and fulfillment in all his future endeavors.
Be it further resolved that a copy of this resolution be provided to Richard S. Fowler.
