A HOUSE RESOLUTION

TO RECOGNIZE AND CONGRATULATE COLLIN SOUCY FOR BEING NAMED THE 2015 REPRESENTATIVE FOR A DAY IN A CONTEST SPONSORED BY SENATOR CLEMENTA C. PINCKNEY TO PROMOTE CIVIC ENGAGEMENT.

Whereas, the members of the South Carolina House of Representatives are pleased to welcome Collin Soucy to the State House as the 2015 Representative for a Day, sponsored by the Honorable Clementa Pinckney, Senator of District 45; and

Whereas, on February 23, 2015, the eighth annual county wide competition for the Senator for a Day Public Speaking Contest was held at the University of South Carolina Beaufort Gateway Campus. In his speech that placed second in the competition, Collin Soucy considered the state's highway system, one of the deadliest in the nation; and

Whereas, he noted that one out of every three roads in the State is rated as substandard and that one out of every three highway fatalities in 2014 was caused by substandard roads; and

Whereas, because South Carolina owns and maintains sixty-three percent of the roads in the State, a dramatic difference over the average nineteen percent owned by other states, the state funds from the sixteen-cents-per-gallon tax collected at the pump and allocated for road repair and maintenance is quickly drained; and

Whereas, although South Carolina is not one of the larger land-mass states in the nation, it, nevertheless, has the nation's fourth-largest state maintained road system; and

Whereas, Collin posited a toll booth fee on I-95 to raise the necessary funds to repair and maintain the state's road system, a solution he feels could solve numerous other problems at the same time; and

Whereas, a member of the American Christian Honor Society, Collin is a junior at Step of Faith Christian Academy in Ridgeland and president of his class; and

Whereas, an avid student of history, he takes part in Civil War reenactments and activities, and he competes in soccer and basketball for his school; and

Whereas, during the summers, Collin works with his grandfather on a commercial lobster boat in Maine; and

Whereas, the South Carolina House of Representatives appreciates the detailed attention and careful consideration that Collin Soucy has given to the difficult issues surrounding road maintenance and repair in the Palmetto State, and the members welcome him as the 2015 Representative for a Day. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and congratulate Collin Soucy for being named the 2015 Representative for a Day in a contest sponsored by the Honorable Clementa C. Pinckney to promote civic engagement.

Be it further resolved that a copy of this resolution be presented to Collin Soucy.
