A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR TIMOTHY M. "TIM" JAMES, COUNCILMAN FOR THE CITY OF CAYCE, FOR HIS SERVICE TO CAYCE AND LEXINGTON COUNTIES, AND TO WISH HIM WELL IN HIS FUTURE ENDEAVORS AS HE BECOMES VICE PRESIDENT AND DIRECTOR OF PUBLIC SAFETY FOR OCEAN REEF COMMUNITY ASSOCIATION IN FLORIDA.

Whereas, since 2009, Timothy M. "Tim" James has served as the vice president and chief development officer of Lexington Medical Center Foundation, an eleemosynary organization that supports the mission and services provided by Lexington Medical Center; and

Whereas, he earned a bachelor's degree in criminal justice and is a graduate of the Federal Bureau of Investigation National Academy, the FBI-Carolina Command College, and the JFK School of Government at Harvard University. An outstanding law officer, Mr. James possesses the American College of Forensic Examiners' Certification of Homeland Security (Level-III); and

Whereas, in 1983, he began his career in law enforcement as a dispatcher and jailer with the Cayce Department of Public Safety. He rose through the ranks to serve as chief of police for the City of Cayce and director of the Cayce Department of Public Safety, managing law enforcement and fire suppression services for the city and establishing a reputation as an innovative law enforcement administrator; and

Whereas, in 1999, Mr. James was tapped as the Assistant Sheriff for Lexington County, and the Lexington County Council later appointed him to serve as director of public safety to oversee the daily operations of county communications, emergency medical services, fire service, and emergency preparedness/homeland security services which encompassed more than six hundred fifty personnel; and

Whereas, he joined the Lexington Medical Center Health District, where he directed all law enforcement, public safety, and homeland security issues for the multi-campus health services district and established the first commissioned law enforcement agency for a health services district in the State; and

Whereas, when Reggie Lloyd was appointed director of the South Carolina Law Enforcement Division (SLED), Mr. James was appointed to serve as the assistant director for the agency. He was responsible for all law enforcement and homeland security operations for the State of South Carolina until his retirement from full-time law enforcement in 2009; and

Whereas, he returned to Lexington Health Services District to serve as the vice president and executive director of the Lexington Medical Center Foundation, but he continues to serve in leadership roles for many law enforcement and civic organizations, including the South Carolina Law Enforcement Officers' Association, having served as its president in 2006; and

Whereas, as a promoter of community-oriented policing, Mr. James has been honored with numerous awards, including the BellSouth Excellence in Law Enforcement, the South Carolina Municipal Achievement Award, and two State Crime Prevention awards; and

Whereas, deeply dedicated to his community as a lifelong resident of Cayce, he was elected to serve on the Cayce City Council in 2010, and his daughters, Taylor and Megan, are now being reared in his hometown and attend the same schools that their father did; and

Whereas, an active member of Trinity Baptist Church, Tim James has served the congregation in several leadership capacities, including chairman of deacons; and

Whereas, the South Carolina House of Representatives appreciates the significant contributions that Tim James has made to law enforcement in the Palmetto State and the dedication he has provided to the City of Cayce and Lexington County. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Timothy M. "Tim" James, Councilman for the City of Cayce, for his service to Cayce and Lexington counties, and wish him well in his future endeavors as he becomes vice president and director of public safety for Ocean Reef Community Association in Florida.

Be it further resolved that a copy of this resolution be presented to Timothy M. "Tim" James.
