TO RECOGNIZE AND HONOR THE TOWN OF COWPENS AND TO CONGRATULATE ITS CITIZENS, TOWN OFFICIALS, AND SAFETY OFFICERS FOR BEING NAMED ONE OF THE TWENTY SAFEST CITIES IN SOUTH CAROLINA.
Whereas, the members of the South Carolina House of Representatives are pleased to learn that the Town of Cowpens has been ranked the eighth safest city in the State by the SafeWise 20 Safest Cities in South Carolina report for 2016; and
Whereas, SafeWise is a community-focused safety organization that compiles annual reports based on crime statistics from the United States Federal Bureau of Investigation. The 2016 report was based on the most recent data available submitted in 2014 from statistics that are reported by cities through the FBI Uniform Crime Reporting program; and
Whereas, SafeWise considers each city's population but only ranks those with a population of at least two thousand people; and
Whereas, in 2014, Cowpens, one of five towns in Spartanburg County to be honored in the SafeWise ranking, reported 1.79 violent crimes and 18.83 property crimes, both per one thousand people; and
Whereas, violent crimes include murder, rape, robbery, and aggravated assault. Property crimes consist of burglary, arson, larceny-theft, and motor-vehicle theft; and
Whereas, in 2015, the town of Cowpens ranked fifteenth on the SafeWise list and in just one year moved up seven spots to the eighth safest city in the State; and
Whereas, the South Carolina House of Representatives appreciates the outstanding success of the Town of Cowpens in providing a safe community for its citizens, and the members commend the community for its commitment to promoting safety. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor the Town of Cowpens and congratulate its citizens, town officials, and safety officers for being named one of the Twenty Safest Cities in South Carolina.
Be it further resolved that a copy of this resolution be provided to the Town of Cowpens.
