TO AMEND ACT 340 OF 1967, AS AMENDED, RELATING TO THE BOARD OF TRUSTEES OF THE CHARLESTON COUNTY SCHOOL DISTRICT, SO AS TO ALLOW BOARD MEMBERS TO RECEIVE A MONTHLY STIPEND IN AN AMOUNT TO BE DETERMINED BY THE BOARD, AND TO REQUIRE ACTUAL ATTENDANCE AT A DULY CONSTITUTED BOARD MEETING IN ORDER TO RECEIVE THE MONTHLY STIPEND.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Subsection (a) of Section 3 of Act 340 of 1967, as last amended by Act 581 of 1984, is further amended to read:
"(a) The initial members of the board of trustees appointed pursuant to Section 2 of this act shall take office on July 1, 1967, and from that date through June 30, 1968, shall exercise all of the powers, duties, and functions now devolved by law upon the county board of education of Charleston County. On and after July 1, 1968, they shall serve as the board of trustees for the Charleston County School District created by this act. The members of the board of trustees shall meet within ten days after their appointment and shall organize by electing from their number a chairman and vice chairman. All meetings of the board shall must be held in the office of the superintendent of education for the School District of Charleston County. The members of the board shall receive a per diem allowance of twenty-five dollars for meetings actually attended, not exceeding fifty meetings in any calendar year and mileage at the rate of nine cents per mile for each mile of travel from the place of his residence to and from such meetings. Members of the board of trustees may receive a monthly stipend in an amount to be determined by the board. Actual attendance at a duly constituted meeting of the board is required in order for a member to receive the monthly stipend unless the member's absence was due to a valid medical reason or other good cause approved by the board chair. A majority of the board members shall constitute the action of the board. Any A member who is absent from five consecutive meetings of the board within one year without just cause may be removed from the board upon a majority vote of the members. The terms of office of the members of the county board of education of Charleston County shall must be terminated on June 30, 1967."
SECTION 2. This act takes effect upon approval by the Governor.
