State Expenditure
This joint resolution exempts Townville Elementary School from the requirement to make-up full days missed due to snow, extreme weather conditions, or other disruptions requiring schools to close. The State Department of Education indicates the forgiveness of school days for a tragic event would not increase or decrease the total amount expended by the state to support the students in the impacted school.
Local Expenditure
This joint resolution exempts Townville Elementary School from the requirement to make-up full days missed due to snow, extreme weather conditions, or other disruptions requiring schools to close. Students attending this school will not be required to make-up the five school days missed in Anderson County following the tragic events that occurred on September 28, 2016.
The Anderson Four district officials estimate the school's expenditures would increase by $60,000 for each day they are required to make up. Of this amount, $53,000 is for the additional salaries and fringe of teachers and staff.

TO PROVIDE THAT THE SCHOOL DAYS MISSED BY STUDENTS ATTENDING TOWNVILLE ELEMENTARY SCHOOL IN ANDERSON COUNTY SCHOOL DISTRICT 4, FOLLOWING THE TRAGIC EVENTS THAT OCCURRED ON SEPTEMBER 28, 2016, ARE EXEMPT FROM THE MAKE-UP REQUIREMENT THAT FULL SCHOOL DAYS MISSED DUE TO DISRUPTIONS BE MADE UP.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding Section 59-1-425(B) and (C) of the 1976 Code, the five school days missed by students attending Townville Elementary School in Anderson County School District 4, following the tragic events that occurred on September 28, 2016, are exempt from the make-up requirement that full school days missed due to snow, extreme weather, or other disruptions be made up.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
