TO RECOGNIZE AND HONOR JOHN MARSHALL MCCARTER, DISTRICT ENGINEERING ADMINISTRATOR FOR THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION, UPON THE OCCASION OF HIS RETIREMENT AFTER TWENTY-SEVEN YEARS OF OUTSTANDING SERVICE, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, the members of the South Carolina House of Representatives have learned that John Marshall McCarter will begin a well-deserved retirement after twenty-seven years as a civil engineer in the South Carolina Department of Transportation (SCDOT), the last nine of which have been as a successful and highly-regarded district engineering administrator of the Fourth Engineering District; and
Whereas, Mr. McCarter graduated from Clover High School in 1986 and earned a bachelor of science degree in civil engineering at Clemson University in 1990; and
Whereas, to commence his career with SCDOT in May of 1990, he became a civil engineering trainee, working in road design and then graduated from the Civil Engineering Training Program; and
Whereas, Mr. McCarter transferred to Chesterfield Construction in 1991 to serve as a project engineer for roadway widening and bridge replacement, and he was promoted to assistant resident maintenance engineer in Rock Hill in 1994 to manage maintenance crews tasked with maintaining roads in York County; and
Whereas, in 1996, he became registered as a professional engineer by the South Carolina Department of Labor, Licensing and Regulation (LLR), and a year later, he was promoted to the resident construction engineer in Cherokee Construction, supervising a staff of quality assurance inspectors on various construction projects, including interstate paving, roadway widening, and bridge replacement projects; and
Whereas, Mr. McCarter transferred to the District 4 Engineering Office in 2001 to serve as the assistant district construction engineer assisting in the management of construction projects, and later that year, he was promoted to district construction engineer for the seven counties in Engineering District Four; and
Whereas, in July of 2010, he was promoted to district engineering administrator of the Fourth Engineering District, where he managed the areas of maintenance, construction, traffic, mechanical, encroachment permits, contracts, OSHA, and human resources; and
Whereas, after twenty-seven years, seven months, and ten days with SCDOT, he retired on January 1, 2018, but he is not yet fully retired as he accepted a position with Mead & Hunt, a consultant engineering firm and partner in the transportation industry, where he will continue to offer his considerable engineering expertise; and
Whereas, the South Carolina House of Representatives is grateful for the years of unparalleled dedication that John McCarter has provided at SCDOT, and the members join with well wishers as he is celebrated at a dinner held to honor his contributions to SCDOT on March 1, 2018. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and honor John Marshall McCarter, District Engineering Administrator for the South Carolina Department of Transportation, upon the occasion of his retirement after twenty-seven years of outstanding service, and wish him continued accomplishment and happiness in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to John Marshall McCarter.
