VERSIONS OF THIS BILL
TO CONGRATULATE CHARLES COOPER MCBURNEY OF RICHLAND COUNTY FOR HIS REMARKABLE ACCOMPLISHMENTS IN THE BOY SCOUTS OF AMERICA AND TO SALUTE HIM UPON ACHIEVING THE CELEBRATED RANK OF EAGLE SCOUT, THE HIGHEST AWARD IN SCOUTING.
Whereas, Charles Cooper McBurney of Troop 100 of the Indian Waters Council successfully passed his Eagle Scout Board of Review and thus completed the requirements for the rank of Eagle Scout; and
Whereas, he began his journey to Eagle in 2009 as a Bear Cub. Through many years of meetings, Pinewood derbies, campouts, and community service projects, Cooper has earned the highest award in scouting; and
Whereas, in working toward becoming an Eagle Scout, Cooper has earned numerous merit badges and has been named to the Order of the Arrow, Brotherhood Member (Scouting's national honor society). He has served his troop, sponsored by St. Joseph Catholic Church of Columbia, as Troop Guide, Den Chief, Patrol Leader, Quartermaster, and Senior Patrol Leader. He also was awarded the National Outdoor Award in Camping. Cooper also attended the National Jamboree in 2017 (the largest BSA event), the National Order of the Arrow Conference (the second largest BSA event), the Bishop England Trek, and in 2018, earned all four Catholic Religious Emblems that completed the Pillars of Faith award; and
Whereas, his Eagle project was completed on August 11, 2019, at Cardinal Newman School. Cooper led a group of his fellow scouts and volunteers in clearing, framing, and laying of pavers between two buildings that was much needed; and
Whereas, Cooper officially received the rank of Eagle Scout with three palms on October 17, 2019; and
Whereas, to earn the rank of Eagle Scout, a Boy Scout must demonstrate that he lives by the principles of the Scout Oath and Law in his daily life; he must plan, develop, and give leadership to others in a service project helpful to any religious institution, any school, or his community; and he must earn a total of twenty-one merit badges, actively serve in a position of responsibility within his troop for six months, take part in a Scoutmaster conference, and complete his Eagle Scout Board of Review; and
Whereas, only about five percent of Boy Scouts complete these rigorous requirements to achieve the prestigious rank of Eagle Scout; and
Whereas, the House is grateful for the legacy of Scouting in America and takes great pride in acknowledging the achievements of young South Carolinians like Cooper McBurney who selflessly give of their time, talents, and energy to enrich their local communities and our State. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, congratulate Charles Cooper McBurney of Richland County for his remarkable accomplishments in the Boy Scouts of America and salute him upon achieving the celebrated rank of Eagle Scout, the highest award in Scouting.
Be it further resolved that a copy of this resolution be presented to Cooper McBurney.
