A HOUSE RESOLUTION

TO CONGRATULATE TIFFANY MONIQUE PHILLIPS OF RICHLAND COUNTY ON HER TWENTY-FIVE YEARS OF EXCEPTIONAL SERVICE TO THE STATE OF SOUTH CAROLINA AS AN EMPLOYEE WITH THE SOUTH CAROLINA DEPARTMENT OF PROBATION, PAROLE AND PARDON SERVICES, AND TO WISH HER MUCH FULFILLMENT AND SUCCESS IN HER FUTURE ENDEAVORS.

Whereas, the South Carolina House of Representatives is pleased to congratulate Tiffany Monique Phillips of Richland County on twenty-five years of employment with the South Carolina Department of Probation, Parole and Pardon Services, a Governor's Cabinet Agency; and

Whereas, the last of four children born in Washington, D.C., to Willis and Ella Mae Gaines-Phillips, Tiffany Monique Phillips was reared by her parents in a Christian household in Bowman. Having received her early education in the public schools of that town, she graduated from Bowman High School in June 1990 as valedictorian; and

Whereas, in further preparation for her career, the young Tiffany Monique earned a bachelor of science degree in criminal justice from the University of South Carolina in 1994, followed in 1999 by a master's degree in rehabilitation counseling from South Carolina State University; and

Whereas, in September 1995, Ms. Phillips took up her duties as an agent in the Aiken County Office of the South Carolina Department of Probation, Parole and Pardon Services. She received a promotion to the position of victim services coordinator in the Aiken office in October 1998, later rising to the post of supervisor in the same office (December 1999); and

Whereas, in October 2004, she transferred as a supervisor to the Richland County Office of the agency and in October 2005 was promoted to facilities manager at the agency's Columbia Restitution Center; and

Whereas, more promotions followed. Significantly, she was named agent in charge (director) of the Fairfield County Office in May 2006, making her the first African American and first female to hold the position. She served in this capacity for fourteen years; and

Whereas, in February 2020, Ms. Phillips rose to the level of Administrative Hearings Officer III in the Office of Legal and Policy Management with the South Carolina Department of Probation, Parole and Pardon Services; and

Whereas, in September 2020, Ms. Phillips completed a quarter century of outstanding service to the State of South Carolina. During that time, she enjoyed a fruitful career of more than two decades in management and leadership with the South Carolina Department of Probation, Parole and Pardon Services; and

Whereas, grateful for the legacy of consistent commitment, compassion, and professionalism Ms. Phillips has bestowed on this great State, the House takes great pleasure in wishing her well upon achieving this employment milestone. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Tiffany Monique Phillips of Richland County on her twenty-five years of exceptional service to the State of South Carolina as an employee with the South Carolina Department of Probation, Parole and Pardon Services, and wish her much fulfillment and success in her future endeavors.

Be it further resolved that a copy of this resolution be presented to Tiffany Monique Phillips.
