State Expenditure

This bill is a joint resolution that requires SDE to develop recommendations for reducing and streamlining the amount of paperwork and reporting required of teachers, schools, and school districts. The bill further provides for the requirements for the content of the recommendations. SDE must report its recommendations to the Chairman of the Senate Education Committee and the Chairman of the House Education and Public Works Committee before January 15, 2020.

SDE does not anticipate that this bill will have an expenditure impact on the agency since the agency is working towards the provisions of this bill with their current data governance and monitoring processes. This section of the impact statement has been updated to include a response from SDE.

A JOINT RESOLUTION

TO PROVIDE THE STATE DEPARTMENT OF EDUCATION SHALL DEVELOP RECOMMENDATIONS FOR REDUCING AND STREAMLINING THE AMOUNT OF PAPERWORK AND REPORTING REQUIREMENTS OF TEACHERS, SCHOOLS, AND SCHOOL DISTRICTS, TO PROVIDE REQUIREMENTS FOR THE CONTENT OF THESE RECOMMENDATIONS, AND TO PROVIDE THE DEPARTMENT SHALL REPORT ITS RECOMMENDATIONS TO THE GENERAL ASSEMBLY BEFORE JANUARY 15, 2020.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The State Department of Education shall develop recommendations for reducing and streamlining the amount of paperwork and reporting required of teachers, schools, and school districts. These recommendations must include information on required reporting and administrative paperwork at the classroom, school, district, and state levels, the entity requiring the data or report, the method of reporting, and frequency of the report. The department also must include information on federal reporting requirements and include information on the potential loss of funding at the state and district level if the reports are not completed. Before January 15, 2020, the department shall report its recommendations to the Chairman of the Senate Education Committee and the Chairman of the House Education and Public Works Committee.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
