A HOUSE RESOLUTION

TO RECOGNIZE AND REMEMBER THE HEROISM AND SACRIFICE OF THE LATE INVESTIGATOR FARRAH TURNER, INVESTIGATOR SARAH MILLER, DEPUTY ARIE DAVIS, INVESTIGATOR BEN PRICE, AND CORPORAL CHASE MCDANIEL OF THE FLORENCE COUNTY SHERIFF'S OFFICE AND THE LATE SERGEANT TERRANCE CARRAWAY, SERGEANT SCOTT WILLIAMSON, SERGEANT BRIAN HART, AND LANCE CORPORAL TRAVIS SCOTT OF THE CITY OF FLORENCE POLICE DEPARTMENT WHO IN THE LINE OF DUTY FACED EXTREME DANGER AND TO HONOR THEIR EXCEPTIONAL COURAGE UPON RECEIVING THE SOUTH CAROLINA SHERIFFS' ASSOCIATION 2019 MEDAL OF VALOR AWARD.

Whereas, the South Carolina House of Representatives has learned that the late Investigator Farrah Turner, Investigator Sarah Miller, Deputy Arie Davis, Investigator Ben Price, and Corporal Chase McDaniel of the Florence County Sheriff's Office and the late Sergeant Terrance Carraway, Sergeant Scott Williamson, Sergeant Brian Hart, and Lance Corporal Travis Scott of the City of Florence Police Department will be awarded the esteemed South Carolina Sheriffs' Association 2019 Medal of Valor Award during the association's Winter Conference Awards Banquet in Columbia on January 23, 2020; and

Whereas, the Medal of Valor Award is presented to a deputy sheriff or a law enforcement officer from another agency whose service is in connection with a deputy sheriff. The recipient of the award will have performed actions above and beyond the call of duty; exhibited exceptional courage, extraordinary decisiveness, and presence of mind; or acted with unusual swiftness, regardless of his or her personal safety, in an attempt to save or protect human life; and

Whereas, nominations made by the sheriff are presented to a standing committee of sheriffs who evaluate the nominations, and recipients are invited to the Winter Conference where they are presented with the medal at the Awards Banquet; and

Whereas, on October 3, 2018, a man, perched on the second floor of his home in an upscale Florence subdivision with two rifles and a handgun, opened fire on three officers from the Florence Police Department as they arrived for a prearranged interview with the suspect's 27-year-old son in order to serve a warrant on him; and

Whereas, the three officers were struck first, including Sergeant Terrence Carraway, who was killed. After other officers arrived to assist them, four of them were hit, including Officer Farrah Turner, who also died of her injuries; and

Whereas, the suspect barricaded himself inside the house for hours, sporadically exchanging gunfire with the police, before he was finally arrested after firing at least thirty-nine rounds and officers had fired more than three hundred. In addition to the three firearms used in the attack on the officers, police recovered one hundred twenty-six other guns in the house. The suspect was charged with two counts of murder and several counts of attempted murder; and

Whereas, the South Carolina House of Representatives is honored to recognize the sacrifice, heroism, and determination of law enforcement officers and first responders like the late Investigator Turner, Investigator Miller, Deputy Davis, Investigator Price, Corporal McDaniel, the late Sergeant Carraway, Sergeant Williamson, Sergeant Hart, and Lance Corporal Scott who protect and defend our citizens, putting the safety of others above their own personal safety. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and remember the heroism and sacrifice of the late Investigator Farrah Turner, Investigator Sarah Miller, Deputy Arie Davis, Investigator Ben Price, and Corporal Chase McDaniel of the Florence County Sheriff's Office and the late Sergeant Terrance Carraway, Sergeant Scott Williamson, Sergeant Brian Hart, and Lance Corporal Travis Scott of the City of Florence Police Department who in the line of duty faced extreme danger and to honor their exceptional courage upon receiving the South Carolina Sheriffs' Association 2019 Medal of Valor Award.

Be it further resolved that a copy of this resolution be presented to the family of Investigator Farrah Turner, Investigator Sarah Miller, Deputy Arie Davis, Investigator Ben Price, Corporal Chase McDaniel, the family of Sergeant Terrance Carraway, Sergeant Scott Williamson, Sergeant Brian Hart, and Lance Corporal Travis Scott.
