To whom was referred a Bill (H. 5062) to amend Section 50-9-40, Code of Laws of South Carolina, 1976, relating to hunting and fishing licenses, so as to authorize the Department of Natural, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the bill, as and if amended, by striking SECTION 1 and inserting:
/ SECTION 1. Section 50-9-40 of the 1976 Code is amended by adding an appropriately lettered subsection to read:
"( ) The department may offer to fulfill any privilege for applicants on a card made of durable materials such as plastic or a similar product. The fee is six dollars of which the issuing vendor may retain one dollar." /
Renumber sections to conform.
Amend title to conform.

TO AMEND SECTION 50-9-40, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO HUNTING AND FISHING LICENSES, SO AS TO AUTHORIZE THE DEPARTMENT OF NATURAL RESOURCES TO OFFER A LICENSE, PERMIT, OR TAG MADE OF A DURABLE MATERIAL AND TO ESTABLISH A FEE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 50-9-40 of the 1976 Code is amended to read:
"Section 50-9-40. (A) The department shall:
(1) prescribe the form of the license and method by which licenses, permits, and tags must be distributed and sold; and
(2) offer licenses, permits, and tags made of a durable material, such as plastic or a similar product, to an applicant. The fee for these licenses, permits, and tags is six dollars and a license sales vendor may retain one dollar of this fee.
(B) The department shall establish procedures and agreements for allowing license sales vendors to sell and distribute certain department licenses and permits.
(C) License and permit fees collected by a license sales vendor, except for any sales vendor's retained fee, must be remitted to the department in the time and manner prescribed by the department."
SECTION 2. This act takes effect on July 1, 2021.
