TO CONGRATULATE JUDGE JAMES F. FRALEY, JR. UPON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE TO THE SEVENTH JUDICIAL CIRCUIT AND THE STATE OF SOUTH CAROLINA, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN THE YEARS AHEAD.
Whereas, the members of the South Carolina Senate are pleased to recognize Judge James F. Fraley, Jr. upon the occasion of his retirement from the Seventh Judicial Circuit on June 30, 2019; and
Whereas, a native of Salisbury, North Carolina, Judge James F. Fraley, Jr. was born in 1951 to the late James F. Fraley, Sr. and Amy Lyerly Fraley. He is an alumnus of the University of South Carolina, where he earned a bachelor's degree and a juris doctor. In law school, he was a member of Phi Alpha Delta legal fraternity and served one year on the legislative council; and
Whereas, after law school, Judge Fraley practiced law in Spartanburg for twenty years with the firm of Fraley, McChesney, and McChesney. Most of his practice was devoted to family law; and
Whereas, Judge Fraley was elected by the General Assembly of South Carolina to the position of resident family court judge of the Seventh Judicial Circuit in May 1998; and
Whereas, a leader in his profession, Judge Fraley has been a member of the Spartanburg County Bar Association, the South Carolina Bar, the South Carolina Trial Lawyers Association, and the Council for Mediation and Alternative Dispute Resolution. He has also served on the Children's Committee of the South Carolina Bar, on the Board of Directors for the Spartanburg County Public Defender, and as chair for the Family Court Committee of the Spartanburg County Bar Association; and
Whereas, Judge Fraley is an active member of his community, having coached youth softball for several years and having been involved with a number of organizations, including the Civitan Club of Spartanburg and its Board of Directors; and
Whereas, a devout Christian, he is a member of the Covenant Presbyterian Church of Spartanburg, where he has served as deacon, elder, Finance Committee chair, commitment chair, Church Officer Nominating Committee chair, Pulpit Nominating Committee chair, adult Sunday school teacher, and youth group leader; and
Whereas, Judge Fraley married Margaret Karen Davis on October 19, 1985 and has one daughter, Amy Loretta Fraley; and
Whereas, the members of the South Carolina Senate are grateful for the diligence and commitment that Judge James F. Fraley, Jr. has shown in serving the people and the State of South Carolina. The members take immense pleasure in wishing him well as he enters retirement. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, congratulate Judge James F. Fraley, Jr. upon the occasion of his retirement, commend him for his many years of dedicated service to the Seventh Judicial Circuit and the State of South Carolina, and wish him continued success in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Judge James F. Fraley, Jr.
