A SENATE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA SENATE UPON THE PASSING OF DAVID L. CROUCH AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of David L. Crouch on Thursday, April 4, 2019 at the age of sixty-six; and

Whereas, David grew up on the avenues of Cayce-West Columbia, and he was a proud alumnus of Brookland-Cayce High School and the University of South Carolina; and

Whereas, David started his career in the 1970s with the South Carolina Department of Health and Environmental Control in various financial reporting and management positions. He later served the House of Representatives Ways and Means Committee as a Budget/Research Analyst and South Carolina ETV as Vice President for Administration/CFO and President/CEO; and

Whereas, under his leadership, ETV continued its outstanding educational, television, radio, and web programming, with notable accomplishments to include the completion of its first high-definition documentary, leasing of specialized broadcast spectrum to commercial providers, and the end of its analog TV service. David helped lead ETV through a time of evolving economic and technological challenges, and his unique understanding of government, legislative processes, public broadcasting, and the nexus of finance and technology in public broadcasting ensured ETV a steady hand in this time of change and prepared the network for the future; and

Whereas, upon his retirement from ETV in 2010, David joined the National Educational Telecommunications Association, which he served as Director of Administration. He also served as Treasurer and Vice Chair on the board of the Still Hopes Retirement Community; and

Whereas, he was married to his beloved wife, Gail, and together, they lived in Cayce-West Columbia throughout their marriage. His three children, Andrew, Emily, and Sarah, were his proudest accomplishments, and he recently welcomed two grandchildren, Leo and Camille, to the family; and

Whereas, David was predeceased by his father, Lewis Crouch; his mother, Dorothy Crouch; and his sister, Cathy Wadford, whom he adored; and

Whereas, he leaves to cherish his memory his immediate family; his brothers, Lewis (Helen) Crouch, Bill (Sherry) Crouch, and Bob (Regina) Crouch; and many loving nieces and nephews. Those who knew David well appreciated his intelligent, steady, and dependable approach to business and his warm, kind interpersonal demeanor. He will be greatly missed. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, express their profound sorrow upon the passing of David L. Crouch and extend their deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be presented to the family of David L. Crouch.
