VERSIONS OF THIS BILL
TO RECOGNIZE AND HONOR CAPTAIN JASON FREER, HORRY COUNTY POLICE EXECUTIVE COMMAND STAFF, UPON THE OCCASION OF HIS RETIREMENT AFTER MORE THAN THREE DECADES OF OUTSTANDING SERVICE IN LAW ENFORCEMENT, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, the members of the South Carolina House of Representatives have learned that Captain Jason Freer will begin a well-deserved retirement after more than thirty years in law enforcement, the last of which have been as a distinguished and highly-regarded Captain with the Horry County Police Executive Command Staff; and
Whereas, a native of Stanfordville, New York, he joined the United States Army as a member of the Military Police Corps in September 1989 and was recognized as a Distinguished Graduate in Basic Training and Military Police School; and
Whereas, during his four years in the Army, Captain Freer was selected several times as Soldier of the Month and Soldier of the Quarter, and he also was selected as Soldier of the Year for White Sands Missile Range and Test and Evaluation Command (TECOM) in 1991; and
Whereas, he earned an associate's degree in criminal justice with honors at Horry-Georgetown Technical College, a bachelor's degree in criminal justice with honors at Charleston Southern University, and a master's degree in criminal justice with honors at Troy University. He also is a graduate from the prestigious FBI National Academy, session 269; and
Whereas, Captain Freer joined the City of Myrtle Beach Police Department in March 1995, serving for four years with the Traffic Unit and Patrol Unit and working with the Boulevard Unit; and
Whereas, in August 1999, he joined the Horry County Police Department, where he served in various leadership roles, including as a detective in General Crimes, Burglary, and Violent Crimes; as a First-Line Supervisor; and as a Sergeant of IT Unit and over vehicles and equipment. He served as a Lieutenant of IT Unit, a Deputy Precinct Commander, Planning Chief in the Emergency Operations Center, Executive Command Staff, Central Precinct Commander, Criminal Investigations Commander, and South Precinct Commander; and
Whereas, these leadership roles prepared Captain Freer for his current position, serving as a member of the Horry County Police Executive Command Staff, where he oversees budgets, patrol functions, Beach Patrol, Airport Police Operations, and seventy-two personnel in the busiest precinct in Horry County; and
Whereas, during his time in the South Precinct, he created more robust ties with the community, enhanced community policing, secured grants, enhanced training and equipment for his personnel. These efforts have helped to reduce crime in the precinct each year he was assigned to the precinct; and
Whereas. Captain Freer is dedicated to molding the minds of aspiring law enforcement officers, and he serves as an adjunct professor at Horry-Georgetown Technical College; and
Whereas, grateful for his many years of distinguished service to the Horry County Police Executive Command Staff, the members of the House of Representatives of the State of South Carolina take great pleasure in extending best wishes to Jason Freer and wish him many years of enjoyment in his well-earned retirement. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Captain Jason Freer, Horry County Police Executive Command Staff, upon the occasion of his retirement after more than three decades of outstanding service in law enforcement, and wish him continued success and happiness in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Captain Jason Freer.
