A HOUSE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF THE HONORABLE DAVID KEENER SUMMERS, JR., OF CALHOUN COUNTY AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina House of Representatives were deeply saddened by the passing of the Honorable David Keener Summers, Jr., of Calhoun County on February 26, 2022, at the age of eighty-one; and

Whereas, born in Orangeburg on May 16, 1940, David Summers came into this world the son of David Keener Summers, Sr., and Frances Olivia Bardin Summers. Following his 1958 graduation from Cameron High School, he entered the University of South Carolina and graduated in 1962; and

Whereas, he was co-owner of Golden Kernel Pecan Company and served his profession as a member of the National Pecan Shellers Association Board of Directors. This patriotic American also served in the United States Army Reserve. He loved the Lord, his family, and Calhoun County; and

Whereas, elected to Calhoun County Council in 1979, he served until his death and was chairman for forty-one years, making him the state's longest-serving council chairman since 1969, when records began to be kept. In addition, he served as chairman of the Workers Comp Fund and Three Rivers Solid Waste Authority Board of Directors. He was a past president of the South Carolina Association of Counties Board of Directors, St. Matthews Rotary Club, and Calhoun County Chamber of Commerce. He was a member of the Dantzler Masonic Lodge, Orangeburg Elks Club, St. Matthews American Legion Post 12 (commander), and the Sons of the American Revolution (Battle of Eutaw Springs Chapter). David also served on the University of South Carolina Board of Visitors; and

Whereas, as a man of faith, he was an active member of Cameron Southern Methodist Church, serving on the church's board of stewards and as a member of the board of trustees associated with his denomination's Camp S&M properties; and

Whereas, in recognition of his spirit of excellence and dedicated service to the people of South Carolina, David Summers was granted a number of honors. In 1991, Governor Carroll A. Campbell presented him with the Order of the Palmetto, the highest civilian award given by the State of South Carolina. Further, he twice received the South Carolina Association of Counties President's Cup, and he was named the Calhoun County Chamber of Commerce Business Person of the Year in 2005. He was a true public servant and cherished all the friendships he made serving on various committees and boards in Calhoun County and in the larger community of South Carolina; and

Whereas, predeceased by his wife, Nancy Griffith Summers, as well as by daughters Kathryn Summers Cherup and Ashley Summers Harvey, David Summers leaves to cherish his memory his daughter Elizabeth Summers Fogle (Jerry); sons-in-law Monty Cherup and Jeffrey Harvey; grandchildren Elizabeth Salley Millender (Keith), Tyler Eugene Salley (Lizzy), Kathryn Olivia Summers Cherup (Chase), Sarah Cherup French (Dylan), David Montgomery Cherup, Felder Keener Fogle, and Davis Summers Fogle; a brother, Bill Summers (Penny); and a host of other relatives and friends; and

Whereas, the people of South Carolina were made better by David Summers' influence and will greatly miss his impactful presence. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, express profound sorrow upon the passing of the Honorable David Keener Summers, Jr., of Calhoun County and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be presented to Mrs. Elizabeth Summers Fogle for the family.
