Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:
Our thought for today is from Psalms 135:1: "Praise the Lord! Praise the name of the Lord; give praise, O servants of the Lord."
Let us pray. God our Rock, reassure us always of Your steadfast love and faithfulness. Guide these women and men as they seek to best perform their duties for the people of this State. Be with and guard each of these representatives and their families over the weekend and restore them for continued work in the days and weeks to come. Keep our defenders of freedom and first responders in Your loving grace. Bless our World, Nation, President, State, Governor, Speaker, Staff, and all who give of their time and efforts for this great cause. Lord, in Your mercy, hear our prayers. Amen.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
The following Bill was taken up, read the third time, and ordered returned to the Senate with amendments:

Newton and Kirby: A BILL TO AMEND THE CODE OF SOUTH CAROLINA, 1976, BY ADDING SECTIONS 12-6-3710 AND 12-6-3720 SO AS TO ALLOW A TAX CREDIT TO ANY TAXPAYER THAT EMPLOYS A FORMERLY INCARCERATED INDIVIDUAL IN AN APPRENTICESHIP PROGRAM, OR A VETERAN OF THE ARMED FORCES IN AN APPRENTICESHIP PROGRAM, TO SPECIFY THE TAXES FOR WHICH THE CREDIT MAY BE APPLIED, AND SPECIFY ELIGIBILITY REQUIREMENTS.
