A JOINT RESOLUTION

TO CREATE THE SOUTH CAROLINA BLOCKCHAIN VOTING VERIFICATION STUDY COMMITTEE TO ADDRESS UTILIZING BLOCKCHAIN TECHNOLOGY TO ALLOW SOUTH CAROLINA VOTERS TO VERIFY THEIR VOTES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created the South Carolina Blockchain Voting Verification Study Committee to address utilizing blockchain technology to allow South Carolina voters to verify their votes and to make recommendations to the General Assembly concerning mechanisms for South Carolina voters to privately verify their vote.

    (B)    The committee must be comprised of:

        (1)    the President of the Senate, or his designee;

        (2)    the Speaker of the House of Representatives, or his designee;

        (3)    the Chairman of the Senate Judiciary Committee, or his designee;

        (4)    the Chairman of the House Judiciary Committee, or his designee;

        (5)    the Chairman of the Senate Labor, Commerce and Industry Committee, or his designee;

        (6)    the Chairman of the House Labor, Commerce and Industry Committee, or his designee;

        (7)    the Chairman of the Senate Finance Committee, or his designee;

        (8)    the Chairman of the House Ways and Means Committee, or his designee; and

        (9)    the director of the State Election Commission.

    (C)    The committee shall examine the utilization of the blockchain technology to provide a system by which voters may privately verify for whom they voted and when and where they voted.

    (D)    The committee shall issue a report of its findings to the General Assembly by January 1, 2022, at which time the committee is dissolved. Members of the study committee serve without mileage, per diem, or subsistence.

    (E)    Administrative assistance, as needed, must be provided by the appropriate legislative committee staff.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
