A HOUSE RESOLUTION

TO RECOGNIZE AND COMMEND THE HONORABLE CHIP HUGGINS OF LEXINGTON COUNTY FOR HIS DEDICATED SERVICE IN THE HOUSE OF REPRESENTATIVES ON BEHALF OF HIS CONSTITUENTS AND THE CITIZENS OF SOUTH CAROLINA AND TO WISH HIM MUCH SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, the South Carolina House of Representatives learned with sincere regret that Chip Huggins will depart from the House of Representatives at the conclusion of his current term; and

Whereas, born in Columbia on November 30, 1961, he is the son of Cecil and Kathleen Wood Huggins, and he earned a bachelor's degree from Winthrop University in 1987, where he serves as a member of the Winthrop University Alumni Board; and

Whereas, Representative Huggins married his beloved wife, Ginger E. Gilstrap, on October 29, 1988, and together they have reared two fine children, Hiller and Laine and recently, he was blessed with his first grandchild, Rory Ann Jones. When away from his duties in the House of Representatives, he serves as the director of business development for Duraclean; and

Whereas, with dedication to his profession, he serves as a member of the Grievance Committee of the Association of Realtors, and his work as a realtor has been recognized with lifetime membership in the Million Dollar Club, which honors real estate agents who demonstrate the commitment and dedication needed to rise to the top of their profession. He was also honored with the Greater Columbia Association of Realtors PEP Award and the Member Emeritus Service Award; and

Whereas, in the patriotic tradition of a son of the Palmetto State, he has served on the advisory board of South Carolina State Guard; and

Whereas, deeply involved in his community, Representative Huggins volunteers with Adopt-A-Highway in his district and served as a past president and member of the Business Association of Columbia and as a past member of the Capital City/Lake Murray Country; a board member of the Irmo Police Department Foundation, the Fire District Foundation, Welvista, and Lake Murray Titans Baseball, Inc.; a past membership chairman for the Indian Waters Council of the Boy Scouts of America; and chairman of Etowah Friends of Scouting from 2001 to 2002. He has served as a member of St. Andrews Rotary Club, St. Andrews Optimist Club, Chapin Chamber of Commerce, the Lake Murray Association, and the Irmo Chamber of Commerce, where he received the Community Service Award, the Order of the Okra Award, as well as the Ambassador of the Year; and

Whereas, a member of the South Carolina and Lexington County Republican Party, he has served the citizens of District 85 in the House of Representatives with dedication since 1999, and in 2007, he served as the chairman of the Lexington County Delegation. His significant legislative work included the sponsorship of the South Carolina Overdose Prevention Act, Act 54 of 2015; the South Carolina Founding Principles Act, Act 192 of 2016; and the Residential Property Condition and Vacation Rental Act, Act 336 of 2002. In his final session, he served on the Regulations and Administrative Procedures Committee as its chairman and on the Ways and Means Committee. He also served as chairman of the Business and Commerce Subcommittee and on the State House Committee; and

Whereas, a faithful member of St. Andrews Presbyterian Church, Representative Huggins has been recognized for his service in the General Assembly as the South Carolina Association of Realtors Legislator of the Year in 2001, as Legislator of the Year by the South Carolina Apartment Association in 2008, and as the Legislator of the Year by the American Legion; and

Whereas, in all of his service for almost a quarter of a century, he has provided thoughtful insight and successful labor on behalf of the State and his constituents; and

Whereas, the members of the House of Representatives will miss the keen and productive service that Chip Huggins, their friend and colleague, has given to the House of Representatives and hope that he will enjoy deep fulfillment in the years to come. Now, therefore,

Be it resolved by the House of Representatives:

That that the members of the South Carolina House of Representatives, by this resolution, recognize and commend the Honorable Chip Huggins of Lexington County for his dedicated service in the House of Representatives on behalf of his constituents and the citizens of South Carolina and wish him much success and happiness in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to the Honorable Chip Huggins.
