TO CREATE THE SOUTH CAROLINA STUDY COMMITTEE ON HIGH-SPEED POLICE PURSUITS TO EXAMINE THE EFFECTS ON PUBLIC SAFETY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) There is created the South Carolina Study Committee on High-Speed Police Pursuits to examine the use of high-speed police pursuits in South Carolina.
(B) The committee must be comprised of:
(1) one member appointed by the Speaker of the House of Representatives;
(2) one member appointed by the President of the Senate;
(3) one member appointed by the Chairman of the Judiciary Committee of the House of Representatives;
(4) one member appointed by the Chairman of the Judiciary Committee of the Senate; and
(5) one member appointed by the Director of the Department of Public Safety.
(C) The South Carolina Study Committee on High-Speed Police Pursuits will evaluate:
(1) the impact on public safety;
(2) the liability of individual police officers, police departments, and governmental entities; and
(3) the feasibility to reduce the number of high-speed police pursuits through directives, training, and alternatives.
(D) The committee shall issue a report of its findings to the General Assembly by January 1, 2024, at which time the committee is dissolved.
(E) Administrative assistance, as needed, must be provided by the appropriate legislative committee staff.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
