TO DIRECT THE DIVISION OF AERONAUTICS WITHIN THE STATE FISCAL ACCOUNTABILITY AUTHORITY TO SELL ALL STATE-OWNED AIRCRAFT THAT ARE USED PURSUANT TO SECTION 55-1-90.
Whereas, the Division of Aeronautics is a division of the State Fiscal Accountability Authority and is governed by the Aeronautics Commission; and
Whereas, Section 55-1-90 provides for the use of state-owned aircraft by state agencies, other governmental bodies, or political subdivisions within the State for matters pertinent to, and in the normal course of business for, governmental entities; and
Whereas, the Division of Aeronautics is further permitted to provide state-owned aircraft to transport the Governor; constitutional officers; members of the General Assembly; members of state boards, commissions, and agencies; and their invitees for official business only; and
Whereas, the spirit of the law is to provide for the limited use of state-owned aircraft to do the business and further the interests of the State; and
Whereas, other modes of transportation exist for these purposes that minimize the need for state-owned aircraft; and
Whereas, owning aircraft is not a core function of government and is ripe for abuse at the taxpayer's expense. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The Division of Aeronautics is directed to sell all state-owned aircraft that are used to transport the Governor; constitutional officers; members of the General Assembly; members of state boards, commissions, and agencies; and their invitees.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
