A senate RESOLUTION

to express deep appreciation for the late Senator John L. Scott, Jr., and his years of meaningful support for state employees during his service to the State of South Carolina in the South Carolina House of Representatives and in the South Carolina Senate.

Whereas, as a member of the Senate Finance Committee, Senator John Scott understood its critical importance to state employees and retirees, and he was a key leader in securing the State Employee Classification and Compensation Pay Study. The commissioning of this study served to align state employee salaries and benefits within the marketplace and to strengthen the state's recruitment and retention of a talented workforce; and

Whereas, Senator Scott was also a key leader in championing yearly cost of living adjustments for state employees and voted in support of every increase. Likewise, he was one of the most vocal and compelling advocates to fund state employee and retiree health insurance premium increases fully. As a result, state employee and retiree health insurance premiums have not increased since 2012; and

Whereas, Senator Scott's service to state employees and retirees was and will always be appreciated and remembered. His dedication to state employees and retirees served to protect and maintain the state's current defined benefit plan and ensured that the performance of the Retirement System Investment Commission remain consistent and centered on longevity; and

Whereas, the South Carolina State Employees Association will forever remember Senator John Scott for his legacy of service and commitment to state employees and retirees. We are thankful for his loving wife, family, and friends, who unselfishly supported the senator's drive for public service. While his absence is heavy, his legacy will carry forward through his service and through all who encountered a true servant of and for the people. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, express deep appreciation for the late Senator John L. Scott, Jr., and his years of meaningful support for state employees during his service to the State of South Carolina in the South Carolina House of Representatives and in the South Carolina Senate.
