A senate RESOLUTION

TO CONGRATULATE OLGA C. ROSA, M.D. UPON THE OCCASION OF HER RETIREMENT, TO COMMEND HER FOR HER TWENTY YEARS OF DEDICATED SERVICE TO THE CHILDREN OF SOUTH CAROLINA THROUGH THE CREATION AND MANAGEMENT OF THE SOUTH CAROLINA CHILDREN'S ADVOCACY MEDICAL RESPONSE SYSTEM, AND TO WISH HER MUCH HAPPINESS AND FULFILLMENT IN THE YEARS AHEAD.

Whereas, the members of the South Carolina Senate are pleased to recognize Olga C. Rosa, M.D. upon the occasion of her retirement as Medical Director of the South Carolina Children's Advocacy Medical Response System; and

Whereas, Dr. Rosa is an alumna of the University of Puerto Rico School of Medicine, where she also completed her residency in pediatrics. After working with the Florida Department of Health Child Protection Team, she completed fellowship training in Child Abuse Pediatrics at Hasbro Children's Hospital through the Brown University School of Medicine in Rhode Island; and

Whereas, after completing fellowship, Dr. Rosa returned to the Florida to serve as the District 15 Child Protection Team Medical Director. Dr. Rosa was also amongst the first physicians in the nation to receive board certification in the newly recognized American Board of Pediatrics subspecialty of Child Abuse Pediatrics; and

Whereas, Dr. Rosa was recruited by the South Carolina Children's Hospital Collaborative in 2004 to address a statewide shortage of child abuse medical providers and to address the disparity and quality of child abuse medical services throughout the state. In partnership with the children's hospitals, she created the South Carolina Children's Advocacy Medical Response System (SCCAMRS), a statewide network of highly qualified child abuse medical providers; and

Whereas, through her leadership, SCCAMRS has grown from eight medical providers in 2004 to twenty-eight providers, all of whom have extensive training in child abuse pediatrics, forensic medical examinations, the provision of expert medical testimony, and legal proceedings associated with the investigation and prosecution of child abuse; and

Whereas, in addition to the creation of SCCAMRS, Dr. Rosa has been a driving force in improving South Carolina's response to child abuse and neglect, resulting in the enactment of multiple child welfare statutory updates and service on many statewide child welfare-focused committees and advisory boards; and

Whereas, all who had the pleasure of knowing her knew that her "mojo" was particularly strong on any day Dr. Rosa sported the brightest of red lipstick; and

Whereas, the members of the South Carolina Senate appreciate the passion and dedication that Dr. Rosa has shown in serving the people and the State of South Carolina.  Now, therefore,

Be it resolved by the Senate:
