A concurrent RESOLUTION

TO REQUEST THE DEPARTMENT OF TRANSPORTATION NAME THE PORTION OF SOUTH CAROLINA HIGHWAY 9 IN CHESTERFIELD COUNTY FROM ITS INTERSECTION WITH S-13-897 TO ITS INTERSECTION WITH PERRY WILEY WAY AT CHESTERFIELD COMMERCE PARK "SENATOR EDWARD MCIVER LEPPARD MEMORIAL HIGHWAY" AND ERECT APPROPRIATE MARKERS OR SIGNS ALONG THIS PORTION OF HIGHWAY CONTAINING THESE WORDS.

   Amend Title To Conform

Whereas, South Carolina State Senator Edward McIver Leppard was born on November 5, 1924, in Chesterfield County and died on February 15, 1985. He was the son of the Honorable James E. and Mrs. Anne Owens Leppard; and

Whereas, he was faithfully married to Virginia Guy Emory, and together they reared four fine children; and

Whereas, at the age of sixteen, Senator Leppard graduated from Porter Military Academy in Charleston and enrolled as a student at the University of South Carolina. In February 1944, at the age of nineteen, he was awarded his Arts Bachelor's degree. Upon graduation, he was commissioned as an ensign in the United States Navy; and

Whereas, during World War II, he was among the first wave of troops that landed on Omaha Beach in Normandy, France, on "D" Day, June 6, 1944. Later, he was promoted to lieutenant (junior grade) and went on inactive duty in July 1946; and

Whereas, he was commissioned second lieutenant in the South Carolina National Guard on September 21, 1948, and was honorably discharged on June 26, 1956; and

Whereas, Senator Leppard was awarded his LLB degree from the University of South Carolina School of Law in 1949 and practiced law for more than thirty-one years; and

Whereas, he served as a member of the South Carolina House of Representatives from 1960 to 1962 and as a member of the South Carolina Senate from 1962 to 1966 from Chesterfield County; and

Whereas, Senator Leppard was of the Baptist faith. He was a member of numerous organizations, including the American Legion, Veterans of Foreign Wars, and Freemasons; and

Whereas, it would be fitting and proper to pay tribute to this son of South Carolina by naming a portion of highway in Chesterfield County in Senator Leppard's memory. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, request the Department of Transportation name the portion of South Carolina Highway 9 in Chesterfield County from its intersection with S-13-897 to its intersection with Perry Wiley Way at Chesterfield Commerce Park "Senator Edward McIver Leppard Memorial Highway" and erect appropriate markers or signs along this portion of highway containing these words.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
